SLPP Chairman Komba Expresses Profound thanks to RCBank MD

The Sierra Leone People’s Party (SLPP) Chairman for Constituency 125, Alhaji Komba, has expressed gratitude to the Managing Director of Rokel Commercial Bank, for what he refers to as his continuous encouragement and support to residents in his constituency.

Chairman Komba made that statement during the MD’s visit to  Kolleh Town Community on Sunday 30th October 2022, honouring an invitation to take the kick-off in the grand final of the ‘Alhaji Komba Trophy 2022’ between Ataya Base and Virtus Funeral Home, organized by the Community Chief and other stakeholders of the community.

“I’m so blessed to work with such a supportive Managing Director and the Rokel Commercial Bank for always supporting the respective communities in their operational areas through their corporate Social responsibilities as a bank,” Komba stated.

In his response, the Managing Director, Dr. Walter Gilpin, appreciated the Chairman and Chairlady Madam Hawa Rogers of Constituency 125 for what he described as the positive and we-can-do-it attitude of the Chairman and his constituency stakeholders.

The MD also called on other community stakeholders and institutions to support the initiative of the Kolleh Town Community Chief to take away the minds of the community youth from the devil’s workshop and transform them into becoming meaningful citizens and maintaining peaceful co-existence in such social gatherings.

Dr. Gilpin provided the championship package and further called on the two finalists to put up their best sportsmanship behavior.

Dr. Memunatu Pratt Bags Best West African Tourism Minister Award in Nigeria

At the Akwaaba African Travel Market held in Lagos, Nigeria on the 31st October, 2022 the Minister of Tourism and Cultural Affairs, Dr. Memunatu Pratt, officially received an award as the best West Africa Tourism Minister, which she dedicated to President Bio, the tourism industry and the people of Sierra Leone.

The Prestigious award was in recognition of Dr. Pratt’s laudable strides in the improvement of tourism and the rebranding of Sierra Leone’s image. She was recently appointed by UNWTO to chair the global platform for women in tourism, a milestone that epitomized international confidence in her leadership.

The Minister, accompanied by the General Manager, Fatmata Hamid Carew and the Marketing Manager, Lucinda Kargbo both from the National Tourist Board (NTB) are in Nigeria to attend this year’s Akwaaba African Travel Market where the Minister, Dr. Pratt was expected to officially receive the award for West Africa Best Tourism Minister having been announced as the winner of the prestigious award.

Prior to receiving the award, Dr. Pratt told selected aviation newsmen at Akwaaba fun and welcome party at Wave Beach, Elegushi area, Lekki, that marketing the tourism sites in West Africa will help to create awareness for tourists to visit and explore the West African destination. She called for an integrated marketing approach to leverage on the opportunities and also yield desired results in the region’s effort to same. She emphasized on regional connectivity and capacity building of sector worker as key enablers for the sector to achieve its fullest potentials. She disclosed that Sierra Leone will for the second time play host to the Budapest-Bamako Freetown Rally commencing 6th October, 2022.

Lands Ministry to Implement $41.1 M Land Administration Project

The Sierra Leone Land Administration Project (SLLAP) has been declared effective by the World Bank which in other words could mean that the Ministry of Lands, Housing and Country Planning (MLHCP) is now eligible for the full financing of $41.1 million to implement the project on behalf of the Government of Sierra Leone.

It must be underscored that the project is the single and biggest World Bank/IDA investment in the land sector in Sierra Leone.

The SLLAP is on track of becoming one of the best projects in SL, achieving so far all its milestones in record time:

Milestone 1: Project Identification Mission – June 28, 2021

Milestone 2: Project Preparation Mission – October 4, 2021

Milestone 3: Project Preparatory Advance Approval – December 1, 2021

Milestone 4: Project Approval – June 3, 2022 (in seven [7] months)

Milestone 5: Project Effectiveness – October 27, 2022 (in three [3] months). So far it is one of the WB projects moved so fast and in record time.

From what this medium learnt, SLLAP will support land reforms in Sierra Leone with the objective to establish an efficient and accessible Land Administration System in Sierra Leone that provides for the:

Establishment and operationalization of a decentralized National Land Commission at all levels for effective land administration; to transitioning from registration of instruments to biometric Title Registration System to strengthen land tenure security; development of an integrated GIS-base Land Information management System (LIMS) that will reduce the turn-around time in land transactions; development of technical capacity within the Ministry, National Land Commission and the land sector at large and create more than 1,000 jobs in surveying, mapping, land administration, project management, ICT/Data management, finance, procurement, etc.

It must also be noted that the impacts of the aforementioned  reforms will  be tremendous including: Enhancing tenure securities that will ultimately protect all legitimate tenure rights, especially of vulnerable groups – women, youths, PWDs, etc.; Improve direct foreign investment in the land sector, and consequently support investment in other sectors including agriculture, mining, tourism and so on, reduce boundary disputes/conflicts, and thereby promote social cohesion and peace within communities; enhance the efficiency and effectiveness in service delivery in the land sector: cadastral service, registration service, valuation, etc., significantly reduce corruption within the land sector and improve domestic revenue generation to support national development.

In light of the above, the Minister of Lands is extending gratitude to President Dr. Julius Maada Bio for the policy guidance, the World Bank, staff of the Ministry of Lands, the Ministry of Finance for the tremendous support and the people of Sierra Leone for believing in them as they work towards transforming the Land Sector.

 

 

 

Walton Gilpin’s GEED Foundation Provides School Materials to Gloucester Kids

The Gilo Educational Economic Development (GEED) Foundation has offered school materials to over 200 school-going pupils attending four primary schools at Gloucester Village, in the Western Rural District, worth millions of Leones.

Pupils of the Rural Education Committee, Ahmadiyya, Baptist, and Church of Christ Primary Schools benefitted from the donated items which include exercise books, school bags, mathematical sets, toys, and other school paraphernalia.

It must be noted that GEED Foundation was founded in 2007 and has been pushing initiatives to support women and children in Freetown, Bo, Bonthe, Port Loko, and Tonkolili Districts.

Founder and CEO of GEED Foundation, Amb Dr. Walton Ekundayoh Gilpin who is also the Managing Director of Rokel Commercial Bank said he had always felt the need to support the vulnerable in society as part of his contribution to nation-building.

The donation at Gloucester was witnessed by key stakeholders including the village headman, Councillor, religious heads, parents, and teachers who all expressed appreciation for the timely assistance to the kids. A parent, Samuel Johnson had this to say: “We need more donations like this from well-meaning citizens to complement Government’s free quality education.. May God bless GEED Foundation”.

Chinese Government Boosts Sierra Leone with Agricultural Machinery

President Dr. Julius Maada Bio has on Tuesday 1st November 2022 received agricultural machinery from the Chinese Government to boost the country’s efforts at tackling food insecurity through modern farming techniques.

Among the agricultural equipment were 400 Mobile Rice Threshers, 400 Winnowers, 60 Rice Whiteners, 400 Brush Cutters, 500 Rice Transplanters, 100 Chain Saws, 400 Knapsack Manual Sprayers, 200 Repair Tool Kits, 100 Hand Drills, 5 Diesel Generator Sets, 200 Grease Guns, and 10 Diesel Welder Sets.

The President noted that the machines, donated through the generosity of the People’s Republic of China, were a huge structural complement to the machine rings, disclosing that: “The machines and tools that we are taking delivery of will be deployed in Farm Services Centres. These will be located at strategic centres that will serve farmers around rice-producing centers.

“One Farm Service Centre will be located at Gberay Junction in Port Loko District to serve farmers around 100,000 hectares of the rice bowl of Kambia, Port Loko, Tonkolili, Falaba and Koinadugu Districts in the northern region. Another will be located in Bo to serve 160,000 hectares of arable rice-producing areas of Bo, Bonthe, Pujehun, Moyamba and Tonkolili District,” he said.

President Bio also emphasized that each Farm Service Centre would hold machines, equipment, and tools as well as training facility, mechanical workshop, and a storage and administrative block, adding that they would also serve as aggregation centers for seeds, agrochemicals, and fertilizers with resident experts and extension workers.

“So, the idea is for farmers to interact with experts and acquire modern farming techniques, hire machines at least cost, and acquire managerial skills. But more critical is the skills transfer component that will be available on demand to farmers. I expect that it will cover land development and preparation, planting, fertilizer and chemical application, harvesting, processing, repair and maintenance.

“It has, therefore, been my vision that as part of our transformation of the agriculture ecosystem, we must introduce large-scale mechanization closer to farm sites and make them accessible and affordable for rural farmers eager to expand their small holdings and to support the private sector determined to commercialize their production scales.

“We are… most grateful that a nation that has acquired rice self-sufficiency associates with our progressive vision by seeding the essential infrastructure of machines,” he concluded.

Minister of Agriculture, Abubakarr Karim, said with the donation of machinery, other resources and technical expertise from the Government and people of China, they were reinforcing mechanization, one of the main foundations for lasting change in the agriculture sector.

“These donations and support system will strongly contribute to loosening Sierra Leone’s over-dependence on rudimentary forms of agriculture, which, almost without exception, permanently keep our farmers in the poverty trap of subsistence agriculture.

The Minister noted that with funds from Government, they had been able to support the private sector with more than 400 agricultural machines and implements to provide machinery services to farmers in all fifteen agricultural districts of the country, through the Machine Rings System.

“I am happy to report that this is the second year of that agriculture safety net support, which, alongside the provision of quality inputs and agro-chemicals, is channeled through the private sector-led e-Voucher platform. Those combined policies and performative actions have had significant results on intensive rice production at the community level,” he said.

On behalf of the Government of the People’s Republic of China, Chargé d’affaires at the Chinese Embassy in Freetown, Li Xiaoyong, said his Government had worked closely with the people and Government of Sierra Leone, particularly in the agriculture and food sector to promote sustainable agricultural systems.

“China stands ready to support food security in Sierra Leone and around the world. The Chinese support of machinery is another help for the modernization of agriculture in the country. The farming machinery will also help farmers increase their agricultural produce,” he said.

Some Countries’ malicious intentions cannot be kept under wraps and are doomed to fail: Chinese UN envoy

“No matter how the US and a handful of other Western countries package their anti-China joint statement, the malicious political intentions contained therein cannot be kept under wraps, and their machinations are doomed to failure,” Dai Bing, the charge d’affaires at the Chinese Permanent Mission to the United Nations,? refuted on Monday the attacks against China by the US, Canada, and a few other countries at the Third Committee of the 77th session of the UN General Assembly.

“A minority of countries, such as Canada and the US, in their intractable bigotry, has once again misused the forum of the Third Committee by ganging up into a clique, bent on instigating political confrontations with attacks and a smear campaign against China, to which China registers its firm objection and stern rejection,” Dai said.

The Chinese ambassador added that no matter how those countries hype up the stories they fabricated to keep the farcical show going, they cannot obliterate the progress of the human rights cause in China’s Xinjiang region, which is a fact and the truth. “What’s in store for them is nothing but self-inflicted humiliation.”

It’s plainly visible to all that caring about human rights in Xinjiang is just a facade, behind which lies their true intent, namely, to contain China by making and spreading lies about Xinjiang and to maintain their hegemony. Today, it’s China that’s in the crosshairs of their punitive flak; tomorrow, it would be some other developing countries, Dai said.

“By applying double standards on human rights, the US and some other Western countries have set the bar for hypocrisy. They have named and shamed dozens of UN Member States, but they feign ignorance of their own vile human rights records and those of their allies,” noted Dai.

China looks forward to working with all peoples of the world to uphold true multilateralism, safeguard the international system with the UN at its core, help move global governance forward on a more just, sound and coherent course, advance the achievement of human rights for all and galvanize the development of a community with a shared future for all humanity, Dai said.

On behalf of 66 countries, Cuba delivered a joint statement in resolute support of China, stressing that Xinjiang, Hong Kong and Tibet related issues are China’s internal affairs, and opposed politicization of human rights and double standards, or interference in China’s internal affairs under the pretext of human rights.

Saudi Arabia on behalf of six Gulf states, Yemen and Libya, Venezuela on behalf of 19 member states of the Group of Friends in Defense of the UN Charter, and many other countries in their national statements spoke in support of China, forming a strong momentum in support of China.

The Third Committee of the UN General Assembly is the committee that discusses human rights and social development issues. Since 2019, the US has gathered a group of countries for the fourth time to smear China on human rights issues, which were firmly opposed by the vast majority of countries and all ended in failure.

 

 

Parliament Endorses $5 Million Loan Agreement For Digital Education

A loan agreement to the tune of $5 Million to enhance and improve on digital educational platforms in the country was debated and ratified by Parliament on Thursday 27/10/2022.

The loan agreement was between the Government of Sierra Leone and the Islamic Development Bank on digital connectivity in schools on accelerating educational response during the COVID-19 pandemic.

Presenting the loan agreement, Deputy Minister of Finance II, Sheku Ahmed Fantamadi Bangura said it was aimed at restoring education through the acceleration of digital connectivity to schools during the COVID-19 pandemic. Furthermore, he said it was a $5 Million loan with a seven years grace period to be repaid in twenty-five years. He also said that the project would benefit many schools across the country.

Chairman of Finance Committee in Parliament, Hon. Francis Amara Kai-Samba in his contribution to the debate said the agreement was simple and straight forward with the aim of accelerating and strengthening e-learning in the country amid COVID.

Hon. Abdul Kargbo however expressed fears on the successful implementation of the e-learning project claiming that one had already failed, and informed the House that the company in question should be summoned to Parliament for questioning.

Hon. Joseph Williams Lamin challenged the submission made by Hon. Abdul Kargbo and called on the Minister to apply due diligence during the course of implementing the e-learning project that will benefit over 500 schools in the country.

Hon. Dr. Mark Mahmoud Kalokoh spoke on the necessity of digital connectivity to schools and also said a similar project had failed during implementation.

Hon. Hawa Siaffa spoke on the content of the agreement and described it as good for the improvement of education in the country. She called for speedy ratification of the loan and said that they did not have such an opportunity during their days in school.

Hon. Musa Fofanah said that the agreement was non-controversial and expressed satisfaction over the provision of internet connectivity to schools across the country as per the agreement. He also called for effective monitoring and evaluation of the e-learning project.

Speaking on the importance of the loan agreement, Hon. Lahai Marah said that the idea behind digital connectivity to schools was a good initiative. He also spoke on audit during COVID and expressed fears on accumulated loans that have been taken over the years citing debts servicing and sustainability in the country amid weak revenue mobilization.

Acting Leader of the Opposition, Hon. Hassan Sesay said that they would always support development project in the country and recalled the failure of a similar project that was supported with $34 Million by China Exim Bank. He also said that a project of similar nature should now be monitored robustly to prevent a reoccurrence.

Concluding, the Acting Leader of Government Business, Hon. Bashiru Silikie said that the agreement was in line with the implementation of the free quality education in the country. He assured MPs that the e-learning project was going to be implemented with a very strong supervision by agencies of Government to ensure it meets the needs of the target beneficiaries. On debts accumulation, he assured MPs that those debts were going to be serviced accordingly. He also called on Parliament to up its oversight responsibility and called on the affected agencies of Government to ensure that the agreement was properly implemented for the benefit of schools across the country.

 

Sierra Leone Participates in High Level Telecommunications Forum in Kigali

A high-powered delegation from Sierra Leone represented the country at the Mobile World Congress (MWC) and Policy Leadership Forum in Kigali.

Sierra Leone delegation headed by the Permanent Secretary of the Ministry of Information and Communications, Tamba Edward Juana also included the Chairman of the Parliamentary Committee on Information and Communications, Hon. Boston Munda, Director General of the National Communications Authority (NatCA), Daniel B. Kaitibi and the Directors of Finance and Administration  Ibrahim Dumbuya and  Braima Ronnie Kargbo respectively.

The Mobile World Congress Africa and Policy Leadership Forum is the first to be held in Africa. MWC Africa which brings together a variety of industry sectors, business leaders, and policy makers within the region’s mobile ecosystem over a three-day event that started on Tuesday 25th ended on the 27th October 2022.

After the grand opening of the MWC Africa Policy and Leadership Forum 2022 by His Excellency President Paul Kagame of Rwanda, the Sierra Leone delegation held several sideline meetings with different partners, including Global System for Mobile Communications Association (GSMA), SMART Ministerial meeting, Orange and a 5G event.

The Director General of the National Communications Authority Daniel B. Kaitibi leveraged the opportunity to meet with the Acting Director General of RURA Eng. Patrick Emile Baganizi and his management team to compare notes and share knowledge.

In all of these meetings, there was a general consensus that Africa’s potential to grow through digital transformation must be harnessed. It was noted that the major catalysts towards the socio-economic welfare of Africa lie in the power of mobile connectivity and industry collaboration

The Sierra Leone delegation headed by the Permanent Secretary of the Ministry of Information and Communications Tamba Edward Juana met with his counterpart in Kigali Mr. Yves Iradukunda the Permanent Secretary of the Ministry of ICT & Innovation to share knowledge and best practices in the ICT sector.

The National Telecommunications Commission in Sierra Leone is in transition to an Authority and the delegation used this Mobile World Congress and Policy Leaders Forum to leverage the opportunities to partner, collaborate and learn from players in the ICT ecosystem in Africa.

The Permanent Secretary was able to outline the strides Sierra Leone has made in improving the sector. He informed his Rwandan counterpart of President Dr. Julius Maada Bio’s flagship program which is the Free Quality Education to improve the human capital development of the country. He added that, President Bio also put premium in technology as he believes it is a catalyst to economic growth. “In 2018 the President set up the DSTI to help push his agenda to harness innovation. We see Rwanda to be a worthy  partner, to collaborate, learn and share knowledge as well,” said the Permanent Secretary.

The Permanent Secretary of the Ministry of ICT & Innovation Mr. Yves was happy to receive the team from Sierra Leone and expressed his commitment to collaborate. He informed the Sierra Leonean delegation that, Rwanda does not know it all as they too are facing challenges, so sharing ideas will be good. He said the Rwanda success story was planned 20years ago by His Excellency President Paul Kagame. He disclosed that, Rwanda has been consuming technologies over the years and the Ministry’s focus is to see how they can capacitate citizens to innovate in order to provide solutions for home grown problems.

Both Permanent Secretaries exchanged pleasantries and extended goodwill to their respective Ministers.
