Minister Memunatu Pratt Vows to Support Wildlife in Sierra Leone

The mishap and misgivings of media reports and claims relating to the Ministry of Tourism and Culture over wildlife in Sierra Leone have given the Hon Minister of Tourism and Culture Dr. Memunatu Pratt a new sense of understanding about her role in helping with the protection of  wildlife  in Sierra Leone. Though she maintains that she is not responsible for the protection of wildlife yet she has decided to display maturity and magnanimity to the issue by giving it a second thought.

In a rejoinder, she vows to display leadership at the highest degree to help save wildlife in Sierra Leone. Speaking to this Press, she said, every challenge or problem has an opportunity to always emerge as champion, and so she has grabbed the opportunity created over the wildlife issue to bring help. She said that her Ministry will work with the respected agencies for wildlife to provide training, resources from other international donor partners and facilities all within the pur.view of protection.

Sierra Leone President Opens investment Potentials to Russian investors

In Sierra Leone, whenever President Julius Maada Bio travels, the public goes frenzy because they say they want their leader to sit and work. Others argue that he needs to travel to meet other world leaders and especially lobby business leaders to bring investments to the country.

Since the start of his administration, the President has been doing just that. Some of the trips have been under-reported by the media and others condemned.  However comes a special trip – the Russia-African Leaders Summit in Sochi, Russia, proved different.

The aim of the summit was to rejuvenate the once mighty Russia which ruled nineteen Soviet republics into a mighty empire. Although the USSR later fell in 1991 largely caused by former US President George Bush and Mikhail Gorbachev, his Russian counterpart, yet Russia has always been a power militarily.

Putin, a former head of the KGB (Russia’s Spy Agency) equivalent to the CIA (America’s watchdog), was however not very happy the way and manner his country has been manipulated by the West and sunken to low ebbs. Therefore he has always wanted to resurrect the country in a new model. Putin believes that Africa was and is a good ally of Russia as the latter has supported regimes on the continent like Angola, Mozambique, South Africa freedom fighters etc. In Sierra Leone diplomatic relations between Freetown and Havana saw the training of many good doctors in the 70 and 80s in Moscow. The fisheries sector too was attractive to Russian interest.

With Putin facing challenges at home he needed a foreign show of strength for Africa’s economic potentials which its ideological counterpart, China, has used so well in Africa and enriched their people and country, partly.

Now Russia wants a new business in Sierra Leone and it was ready to start it with Africa. Speaking at the summit, President Bio told delegates that his country is a good destination with for ecosystem, business and investments; and there are also prospects for value-addition. Therefore investors could earn and repatriate profit to their countries peacefully, backed by full government protection with incentives that encourage businesses to grow.

In this light, he said the country was seeking closer partnerships and collaboration for development in human capital development – education, healthcare, and food productivity. “We are looking forward to strengthening and deepening ties and sharing a future that would be based on mutual trust and respect in all fields”, he said.

He reminded his colleagues that Africa and Russia share a strong sense of history and solidarity. Russia’s long history of bilateral cooperation and technical assistance has transformed the lives of millions of Africans throughout the post-independence period. Africa and Russia are at the threshold of negotiating a new and promising relationship. Africa offers an increasingly integrated market of 1.2 billion people; largely untapped mineral, hydrocarbon, and fisheries resources.

“Investment opportunities in tourism, infrastructure and agriculture, and a talented youthful population eager to explore the power of science and technology, and innovation for development. This is the new Africa at peace, integrated, and brimming with an opportunity that is open to Russia and which our individual governments are working hard to develop,” he said.

As Coordinator of the Committee of Ten African Heads of State, President Bio also used the opportunity to reiterate that Africa was firmly committed to the Common African Position on the reform of the United Nations Security Council and anticipated further discussions with the Russian Federation on the all-important issues in its relations with African states.

“Russia Federation has been a very good friend of Africa and we look forward to lowering all barriers to our relations while forging innovative, bolder, but closer, and mutually beneficial relations. As a continent and as a country, Sierra Leone looks forward to consistent and enduring partnerships with the Russian Federation,” he ended.

National Commission for Democracy Signs MOU with ACC Sierra Leone

With the avowed objective of making Sierra Leone corruption free, the National Commission for Democracy (NCD) has on Thursday 24th October, 2019 signed a Memorandum of Understanding with the Anti-Corruption Commission (ACC) at their 9th Floor Conference Room, West Wing Youyi Building Brookfields in Freetown.

Delivering his statement on behalf of the National Commission for Democracy Chairman, Dr. Abu Bakarr H. Kargbo, disclosed how it was warmly welcomed for the Commission to sign another Memorandum of Understanding with the Anti-Corruption Commission, noting that it marks another history making moment for the two governance institutions at a time when the fight against corruption has reached a very critical juncture with the need to take decisive actions and save the very soul of the nation.

He applauded the ACC Commissioner for his current performance with rising hope in the fight against corruption in the country, adding that his passion for the fight against corruption is evident for all to see and such a passion should be contagious and emulated by all in the context of democratic good governance.

Dr. Kargbo said the signing of the MOU is indicative of their sincere desire to continue with the fight against corruption in line with the mandate of NCD for the promotion of democratic good governance with a focus on Transparency and Accountability.

He noted that NCD is as well throwing its weight behind ACC in the fight in the country, a fight that has far-reaching implications for Sierra Leone’s political economy with the imperative to fixing it and making it work in the best interest of every citizen of our beloved motherland. He pledged their unrelenting support to the work of the ACC; ensuring their commitment as a national institution to stand by the ACC in giving and consolidating a clear direction in the fight against corruption.

Commissioner of Anti-Corruption Commission, Francis Ben Kaifala Esq, disclosed that the signing of the Memorandum of Understanding between the two institution is a historic and a renewed commitment to unite against corruption adding that the whole idea of statehood centers around the concept of democracy and NCD being the fulcrum for democratic good governance in Sierra Leone will be a very significant partner in the collaboration to fight against corruption.

“Corruption destroys the fabric of democracy. It ensures that citizens cannot achieve the expectations upon which their constitutionalism and aspirations of statehood rest and guarantees that whatsoever good plans the country has for the collective good can be easily hijacked by individuals and groups, thereby causing the State to fail; and if the State fails, then NCD and the ACC would fail to ensure that democracy flourishes so citizens can enjoy a life of dignity in a country of happiness,” he maintained.

He commended that the National Commission for Democracy for their unrelenting commitment and support to the Anti-Corruption Commission.

He disclosed that the signing of the Memorandum of Understanding amongst other things will foster understanding on the principles of collaborative engagement and partnership between the two institutions. According to the MOU, the Anti-Corruption Commission and National Commission for Democracy will complement each other’s efforts in the fight against corruption, especially in areas where their respective mandates are interrelated; collaborate in sensitizing and educating the public on issues anchoring on the nexus between the fight against corruption and the promotion of democratic good governance; and synergize to promote and instill patriotism in citizens.

Commissioner National Commission for Democracy -Northern Region Mr.John Bai Conteh underscoring the purpose of the MOU lauded the partnership and further described the two commissions as twin crops put together to promote solid good governance practices that will harness the dividends of democracy in Sierra Leone, adding that they have carefully observed each other and have come to the critical conclusion that, they are in fact, two sides of the same coin, and that in the pursuit of their respective mandates, it would be better to coalesce so as to complement each other.

Sierra Leone Tourism Ministry Launches Gender Women Tourism Chapter

In order to enhance the inclusion of women in the development of tourism in the country, the Ministry of Tourism and Cultural Affairs (MTCA) and its subvented agencies in collaboration with the Ministry of Trade and Industry (MTI) and the Ministry of Social Welfare, Gender and Children Affairs (MSWGCA) has on Friday 25th October, 2019 launched the Sierra Leone United Nations Women Tourism Organization (UNWTO) Gender Women and Tourism Chapter at the Family Kingdom in Freetown.

In her address to participants, Minister of Tourism and Cultural Affairs Dr. Memunatu Pratt expressed delight that Sierra Leone has gained membership into the United Nation Women Tourism Organization (UNWTO). She revealed that this is the first year Sierra Leone has joined UNWTO and had attended the conference.

The Minister urged all Sierra Leoneans to market the country locally and internationally, noting that we have so many things in the country to market international and to help the industry.

She said that there is a lot of benefits the country will gain from the United Nations Women Tourism Organization. She applauded President Rtd. Brig. Julius Maada Bio for making Tourism a priority in his New Direction manifesto.

She said the launching of the United Nations Women Tourism Organization (UNWTO) is a clear manifestation that mainstreaming gender in all sectors is no longer an option but a mandate, adding this will enhance in inclusion of more women in the tourism sector particularly when women make of the majority population of the country.

Assuring the gathering that the program is very important and it will empower more women in Sierra Leone, she called on other sectors to throw their support behind her Ministry in order to achieve its mandate.

Chairman Parliamentary Oversight Committee on Tourism and Cultural Affairs, Hon. Mohamed S. Rahman-Coker disclosed that achieving gender equity remains a challenge in Sierra Leone. According to him women and girls in Sierra Leone continue to face discrimination in the political, economic, social, cultural, civic and justices domains, adding that institutionalized inequity of women and the resultant violence they face is evident in many aspects of society.

He said that one of the recommendations of the Truth and Reconciliation Commission was that Political Parties ensure at least 30% of their candidates for public elections were women and this was also the target for the achievement of the MDGs on empowerment of women.

He noted that Parliament has recently passed the Gender Offences Act of 2019, adding that the launching of the United Nations Women Tourism Organization (UNWTO) is another milestone in the empowerment of women, which aims at enhancing women and girls’ empowerment and entrepreneurship in all aspects of tourism to foster growth and economic development as well as create platforms for opportunities and jobs.

Minister of Social Welfare Gender and Children Affairs Baindu Dassama, expressed appreciation to the Ministry of Tourism and Cultural Affairs for the initiative, which she said is a clear manifestation that mainstreaming gender in all sectors is no longer an option but indeed a mandate. She highlighted that the gender agenda is gaining momentum not only at the international and regional scene but at the local level.

She added that the launching of United Nations Women Tourism Organization (UNWTO) is fully aligned to the aspirations and beliefs of His Excellency the President Brigadier Retired Dr. Julius Maada Bio towards the promotion of gender equality and women empowerment, adding that Government has set aside resources to promote entrepreneurship in Sierra Leone

“As the Minister in charge of the National Machinery for Gender and Women, I will ensure my institution collaborates with the Tourism Ministry and Board in moving this chapter forward,” she assured.

Sierra Leone Parliament Gets assurance of Full Compliance by Mobile Companies

Cybercrime has become an important issue to be addressed by the Parliament of Sierra Leone in order to tackle cyber-crime, corruption, terrorism etc.

MPs have demonstrated this need last week when they summoned the leaders of the State regulator of telecoms, NATCOM in Parliament to report their preparedness for these issues.

The  meeting was graced by many NATCOM officials at Committee Room No. 1 where Hon. Mathew Nyumah, the Deputy Leader of the SLPP in Parliament vowed to be very active in curbing any cyber-crime and terrorism activities in the country.

The meeting achieved its purpose as members of the committee were briefed by NATCOM on the strategies and modalities to detect, expos and arrest suspects of terrorism, cyber-crime, fraud, corruption etc. NATCOM said they are effectively monitoring all mobile companies in the country doing business within the scope of the international gateway which are also bound by statutes to tackle cyber security in close collaboration with the Office of National Security (ONS) and the Criminal Investigations Department (CID).

NATCOM also faced a barrage of questions from the Committee on the numerous complaints from citizens and other nationals about the poor quality of service of all mobile companies, especially with drop calls, voice calls and the persistent allegations of credit theft and high rates of data charges for internet connection.

These were responded to by NATCOM Managing Director Maxwell Massaquoi without argument rather assurances of strict compliance with the law. “We are well on course in addressing the challenges posed by terrorism and to curb cyber–crime, adding they are also working hand in gloves with other security apparatus, especially ONS”, he stated, and thanked the Committee for organising the meeting which he described as timely; adding that it is now time for the Committee and NATCOM to partner and work together to rejuvenate the New Direction’s policy on technological innovation to meet international best practice.

The MD also assured and confirmed to the Committee that under his leadership, they will continue to engage the service providers to address all complaints and also demand value for money from them.

Moyiba Town, Sierra Leone Gets New 200Kva Transformer Installed

The people of Moyiba in the East of Freetown jumped to hilarious exaltation and jubilations on Tuesday 22nd October, 2019 when the Electricity Distribution and Supply Authority installed a new 22kva generator to provide electricity to the environs. Prior this time, the Moyiba Community had been deprived of electricity in the past three months causing a lot of losses for residents and other industry consumers.

While installing the generator, EDSA Commercial Services Director Donald Kopoi said customers should protect the transformer as their property and don’t allow it to be overloaded and blown off. To achieve this, he advised that the community must disengage from acts of illegal connections for electricity and or report all electricity related issues to EDSA at Balckhall Road.

Engineer Francis Nyama is the Deputy Director General of EDSA and said the new transformer has been added on caseload of 40watt from the previous one burnt (160kVA), but warned that customers will experience challenges if they affect the capacity and supply of the current generator.

On behalf of EDSA he apologized for the delay in installing the transformer due to procurement procedures that could not be violated.  During the commissioning Hon. Tennison Sandy thanked the Minister of Energy Alhaji Kanja Sesay and officials of EDSA for replacing the transformer. “Development does not choose or want to know which political party you belong, politics is over, let come together to develop our Constituency. Once we have development like electricity, everyone is bound to enjoy devoid of political party affiliation”, he averred.

He warned the people to realise that the transformer is a government owned property and therefore should be protected. Happy residents of Moyiba Community in Constituency 120 took to the streets with dancing and singing in appreciation of the EDSA and the ministry for the generator. They pledged to to safeguard the transformer and report electricity issues to EDSA.

SOS Sierra Leone turns blind eye to a mentally challenged youth

While the world is fighting to combat mental health, a swift approach to put a stop to suicide and untimely death, the contrary is happening with S.O.S Children’s Villages in Sierra Leone.

This highlights the case of Nathaniel Tucker who is facing mental health challenges, from childhood to present. The organisation is refusing to take action for Nathaniel after it received instructions from SOS Children’s Villages International, in Austria, to do so.

In the last two decades, the organisation has proven to be perverse in dealing with domestic abuses; sexual exploitation, education abuse, neglect, corporal treatment, to fraud and corruption. International (internal investigations) interventions were made after the abuses were reported in 2016, but was insufficient due to the inclusion of ‘corrupt-minds’.

Apparently, Nathaniel Tucker, now 27, was integrated into SOS Sierra Leone as a baby. Allegations point that he suffered domestic abuse; corporal treatment and neglect at the hands of the administration that inflicted him, and eventually thrown out of the programme pre-maturely.

In the past 3 – 4 years he has been doing menial jobs at the Lumley market, beach road, in Freetown. Most days, he perambulates the streets of Lumley restlessly, posing as a menace to society.

Nathaniel’s story emerged in June 2019 and shared in public domains with the hope that SOS would take action but to no avail. Though the International Office claimed that they have shared the situation report of Nathaniel to the authorities in Sierra Leone to take action, yet they have continued to drag their feet.

Other cases of former participants of the organisation like Nathaniel have exposed the hazards; health, bully, and sexual exploit of the home office.

The International offices in Senegal and Austria in an email gave their reactions to issue by stating that the current management of SOS Sierra Leone has been receiving support, yet no action has been taken.

Sierra Leone Minister of Mines Excels in Russia

The Sierra Leone Minister of Mines and Mineral resources, Foday Rado Yoki, representatives of Russian companies ZYFRA, ALROSA and CHETRA, took part in an interesting panel discussion, “The African Mining Industry: New Russian Technologies and High Efficiency.” As

in Russia, extractive industries form the basis of the economy in Africa. Thirty percent of the world’s mineral reserves are located on this continent.

“According to government data, in South Africa alone, mining contributes eight out of every 100 rand to the overall economy, and accounts for one out of every 40 jobs,” says Igor Bogachev, Chairman of the subcommittee on digital economy of the Russian Union of Industrialists and entrepreneurs.

“At the same time, it is important to consider the harsh climates in which these enterprises are located, the growing health and safety requirements, and the challenges of hiring highly qualified personnel. Without automation and robotics, it would be impossible to solve these problems,” added Bogachev.

“At ZYFRA, we offer regional players automated control system solutions for mining and transport complexes, as well as robotic equipment,” said Pavel Rastopshin, Managing Director of ZYFRA, the first company in Russia to develop a robot dump truck.

“The use of robotic technology is 20% higher compared to conventional machinery.  Thanks to such technology, the driver of dump trucks can transition into a control center operator, overseeing the use of several vehicles at once. This fall, our robots were put to use in the SUEK quarry in Khakassia and Morocco. Our next destination for this technology is South Africa,” added Rashtopshin.

The panellists agreed that traditional mining methods are becoming increasingly costly, while productivity is declining due to high maintenance costs, low equipment reliability, reactive troubleshooting, low equipment utilization and safety incidents.

According to General Maniema Mining Company Chief Executive George Oyema, improving workplace safety and productivity “serves the interests of both Unions and workers, as well as owners and ultimately the State by safely increasing the productivity of the industry.”

The Minister of Mining and Mineral resources from Sierra Leone, Foday Rado Yoki, did extremely well throughout the discussion.

More Resources Needed To Attain Food Security in Sierra Leone

In August 2019, the Ministry of Agriculture and Forestry (MAF), Statistics Sierra Leone (StatSL) and the Food and Nutrition Directorate (FND) of  the  Ministry  of  Health and  Sanitation, with technically support from the United Nations World  Food  Programme (WFP),undertook  a  Food  Security  Monitoring  System  (FSMS)  exercise.  The purpose  of  the  FSMS  was to  find  out  the  status  of  food  insecurity  during  the  lean  season.

District level analysis

Among the districts, Bonthe district recorded the highest prevalence of food insecurity (75.5percent), likely as a result of challenging physical access that impeded inflow of food commodities, heavy rainfall that damaged crops and constrained engagement in the main livelihood of fishing in addition to a pest infestation of the staple in this area, cassava.

Kailahun district also registered high rates of food insecurity (70.6 percent), likely caused by limited access due to poor road conditions, lower than average yields of the primary cash crop, cocoa and limited market opportunities(reducing  household  incomes  to  purchase  food)in  addition  to  indirect  impacts  of  the  economic downturn  in Liberia,  which  reduced  cross  border  trade.

In Tonkolili district  (68.6  percent), high rates of food insecurity are likely a result of a reduction in agricultural activities in the district due to increased utilization of agricultural land formining activities.

Food insecurity was also high in Koinadugu district (65.3  percent), representing a chronic problem of very poor accessibility during the rainy season as a result of the deplorable road conditions that characterise this district.

Overall, the FSMS showed a deterioration of the food security situation since September  2018 –the  last  data collection also during the lean season-with the total food insecure population increasing from 43.7 percent to 53.4 percent.  This implies that over half of the population of Sierra  Leone (4,232,593  people) are  not  consuming a sufficiently nutritious diet to live a healthy life. The August 2019 FSMS showed that 4.6 percent (364,605 people) of Sierra Leoneans are severely food insecure, an increase of 2.6 percent from September 2018.

The increase in food insecurity during the lean season –when local production is lower, households have depleted their  food  stocks  and  access  is  challenging  due  to  poor  infrastructure -demonstrates the  current  testing macroeconomic  situation  in  Sierra  Leone,  characterised  by  high  inflation, increasing  food  prices  and  reducing income  generating  opportunities.  Considering  the  extreme  poverty  in  Sierra  Leone  with  the  average  household spending most of their limited income on food, price increases have had a profound impact on the resilience of low income, vulnerable households.

This is reflected in the proportion of households spending over 65 percent of their income on food increasing from 44.8 percent (September 2018) to 56 percent (August 2019). Furthermore a difficult macroeconomic situation has been compounded by recurrent climate shocks – specifically irregular rainfall patterns – including late onset of 2018 rainy season and lowers than average precipitation levels, and above average rainfall in 2019 and widespread incidents of flooding.

With three-quarters of Sierra Leoneans engaged  in  agricultural  production  as  their  primary  livelihood  activity,  irregular  rainfall  of  2018  contributed  to significantly  reducing  already  very  low  agricultural  production,  reducing  incomes  and  household  food  stocks, exacerbating vulnerability and food and nutrition insecurity.

Reduced harvests in 2019 contributed to earlier than usual  depletion  of  household  food  stocks,  which  intensified  the  lean  season. The  heavy  rainfall  of  2019  both damaged  crops,  homesteads  and  reduced  physical  access  to  remote  communities,  thus  reducing  access  to  food during the lean season typified by low agricultural production. The combination of these recurrent climate shocks has had a serious impact on the fragile food security status of vulnerable households in Sierra Leone.

MMCET Sierra Leone Receives 6,000 Pounds Support from UK/Ireland Alumni

To put the tertiary institution on a good stead, the Alumni of the Milton Margai College of Education and Technology (MMCE&T) polytechnic United Kingdom and Ireland Branch on Friday 25th October 2019 donated 61 whiteboards and 300 packets of markers, dusters as well as a projector and ancillary gargets for the college’s Great Hall worth over 6,000 (six thousand Pounds Sterling) to the college administration at an impressive ceremony held at the Great Hall of the Goderich campus.

The items are to be used by the three campuses of Goderich, Congo Cross and Brookfields.

The college’s registrar, Mr. Sheriffu Bangura revealed that the occasion is another step in the transformation of the college.

The Acting Vice Principal of the college, Dr. Mohamed Alie Jalloh revealed that it is a pleasure to welcome all on the special occasion which he described as another red letter day in the annals of the college recalling that when the Acting Principal visited the United Kingdom recently, he engaged the Alumni to give back to their alma mater and described the donation as another milestone in that direction.

He further disclosed that last year the UK and Ireland Branch also donated toilets to the college that greatly helped to improve sanitation on campus, observed that the Alumni is paying back to the institution and commended them for the gesture that is helping to transform the college underscoring that the whiteboards and markers would give way to the blackboards and chalks revealing that the college now uploads lesson notes on its website.

The Acting Principal of the college, Dr. Philip John Kanu disclosed that the Alumni wants to associate with the successes and developments taking place in the college, that he is encouraged by the support he is receiving from people and institutions, that he would crush those who stand on the way of development and encouraged all to come onboard the development and transformation train assuring that the whiteboards, markers and projector would be distributed to the various lecture halls.

According to Dr. Philip John Kanu, the donation was made in record time asserting that the Alumni made a lot of sacrifices to make the donation for which the college would always be grateful reiterating that we must celebrate people when they are alive and not when dead.

He also observed that there are a good number of old students of the college in the United Kingdom and Ireland but only a few are members of the Alumni and cautioned all not be politicize the institution, that he can never be blackmailed or intimidated as has been the case since he took up office underscoring that nobody would stop the upgrading of the college to a polytechnic university.

The Acting Principal added that the college would not accept failures, warned lecturers against changing the grades of students, that some lecturers are complaining about signing the attendance register, that lecturers must work for eight hours during which they must not only lecture but also mentor students, help them with community work and research and acclaimed the Alumni for the invaluable gesture affirming that the college would continue to pray for them.

He also warned students not to use the wrong markers on the whiteboards, appealed to all to do good things for which they would be remembered, that the Alumni is very influential in lobbying to make things happen as well as support the administration to upgrade the college to the first technical university in the country that would produce quality teachers and technicians and appealed to the Alumni for more support.

The representative of the UK and Ireland Branch Alumni, Mr. Mohamed Dauda disclosed that he studied Biology and Chemistry at the college, that he benefited immensely from the college as he had a strong foundation that made him perform well in other areas underlining “do not underestimate MMCE&T. Study hard to benefit one day”.

He also informed that the Alumni was formed four years ago, that there are over a thousand members of the Alumni but only 62 committed members and assured of more donations.

The Acting Chairman of the Alumni’s National Chapter, Mr. Bob Wilson Bockarie stressed that the Alumni has a role to play to transform the college to a technical university and would champion the process, that other universities have been opened in the country without the qualified lectures and facilities, implored all to work very hard towards that drive, commended the administration for transforming the college as all can see the physical improvements taking place in the three campuses of the polytechnic recalling that the Students’ Union election is the best in the country.

In his vote of thanks, Mr. Anthony During, the Students’ Union President, assured that they would take good care of the items for posterity.

Highlights of the ceremony were the introduction of the Alumni and unveiling of the items.
