Sierra Leone continues to battle high infant and child mortality rates, though improvements have been achieved recently, with leading causes of death including malaria (33%), pneumonia (20%) and diarrhea (14%). “Being close to my family and siblings was important to me and at the same time, I saw that I could help Sierra Leonean children get the best pediatric care,” he shared.

His career journey has been diverse, spanning general practice, oncology and pediatrics. Originally from Lebanon, he pursued his medical education in Russia, earning a diploma in general medicine after seven years of study. He then worked in Sierra Leone as a tropical disease doctor before moving to Germany to specialize further in oncology and pediatrics.

At his new clinic on Wilkinson Road, Dr. Mohamad Hashem takes a holistic approach to child healthcare. Every consultation includes a comprehensive health assessment, ensuring that no medical concerns are overlooked. His examination process covers vital signs, growth tracking, ear and oral health checks, nervous system evaluation and internal organ assessments.

Beyond treating illnesses, Dr. Mohamad Hashem is a strong advocate for preventive healthcare, emphasizing the importance of vaccinations and disease prevention measures. “The key to good health is prevention at home,” he advised. “Keeping a clean environment, eating a balanced diet and taking precautions during disease outbreaks can make a significant difference.”

In a decisive response to the disappointing revenue performance in the first two months of 2025, Sierra Leone’s Minister of Finance, Sheku Ahmed Fantamadi Bangura, has engaged directly with the Management of the National Revenue Authority (NRA). The aim was to address the country’s low revenue generation and convey the strong message from President Dr. Julius Maada Bio about the urgency to improve revenue mobilization.

Addressing Commissioners and staff at the Customs Department, the Minister expressed the President’s dissatisfaction with the country’s revenue performance, which stands at a concerning 8.1% of GDP. With the Government facing high expenditure, he stressed the critical need to boost revenue generation.

Sheku Ahmed Fantamadi Bangura highlighted the ongoing investments in technological reforms to enhance tax collection, administration and management, urging NRA staff to take full responsibility and ensure the effective implementation of tax laws and reforms.

“The Ministry of Finance and the President are fully committed to supporting the NRA in its efforts to increase domestic revenue, but it is equally important for each member of staff to contribute towards this goal,” the Minister emphasized.

Financial Secretary, Matthew Dingie, also called on the NRA to make full use of the systems in place, underscoring that revenue generation is a collective responsibility and a crucial part of sustaining the nation’s operations.

In support of these efforts, NRA Board Chair, Kabineh Kallon, explained that the set targets should be seen as a baseline, urging staff to go beyond expectations and ensure taxes are collected effectively in accordance with the law.

Deputy Minister of Finance II, Bockarie Kalokoh, noted areas like GST, PAYE and Customs as key sectors where improvements are needed to meet revenue targets.

Meanwhile, NRA Commissioner General Jeneba Bangura reported a concerning 25% shortfall in revenue collection since January 2025, stressing that such trends cannot continue in the coming months. She welcomed the visit from the Ministry of Finance leadership as an important step in reinforcing President Bio’s position on the issue.

During the visits, the Ministry of Finance team toured various NRA departments, including the Customs Department at the Port, the ITS scanning facility and the Domestic Tax Department. The focus was on improving compliance, enforcement, the use of technology solutions and addressing concerns regarding the behaviour of NRA staff.

The actions taken signal the Government’s strong commitment to addressing the challenges faced in revenue mobilization and ensuring that the necessary reforms are put in place to support Sierra Leone’s fiscal health.

Green Label Reward Application to Tackle Single-Use Plastics in Tourism Launched

By Foday Moriba Conteh

In a major step toward promoting sustainability in the tourism sector, the Government of Sierra Leone, through the Ministries of Finance, Tourism and Environment, in collaboration with the Sierra Leone Economic Diversification Project (SLEDP), Resilient Urban Sierra Leone Project (RUSLP) and the World Bank, with support from PROBLUE, officially launched the Green Label Reward Application on Monday, February 24, 2025.

The launch event, held at the Country Lodge Hotel on Hill Station in Freetown, aims to recognize and reward tourism operators who actively reduce single-use plastics (SUP) in their businesses. That initiative is part of a broader effort to encourage eco-friendly practices and enhance environmental sustainability within Sierra Leone’s tourism industry.

Addressing the gathering, Amira Hallaby, a consultant with the World Bank, described the Green Label Reward Application as an initiative aimed at reducing single-use plastics within Sierra Leone’s tourism industry.

She outlined the Green Labeling approach, which seeks to promote sustainable tourism by recognizing and rewarding businesses that adopt eco-friendly practices. The initiative’s primary goals include motivating tourism operators to invest in reducing plastic waste, establishing a nationally recognized certification and raising awareness among both tourists and local communities about the impact of plastic pollution. Amira Hallaby emphasized that the Green Label, once implemented, could serve as a model for other industries in Sierra Leone, fostering a broader movement toward sustainability.

The program, co-managed by the Environmental Protection Agency (EPA) and the National Tourist Board (NTB), will operate in two phases. In Phase 1, businesses will voluntarily commit to reducing single-use plastics through a signed agreement. Phase 2 will involve validating their progress based on specific reduction targets. Successful tourism providers will be recognized after 12 months if they meet the program’s criteria.

Amira Hallaby highlighted that integrating the Green Labeling initiative into Sierra Leone’s National Tourism Policy will be crucial for its success. The EPA and NTB will lead implementation efforts, while MoTCA and other policy stakeholders will support regulatory integration and incentives to encourage participation. SLAHTA will play a key role in advocacy, capacity building and knowledge-sharing to help businesses transition to more sustainable practices.

“With international collaboration and strong local commitment, the Green Labeling initiative has the potential to position Sierra Leone as a leader in sustainable tourism, attracting eco-conscious travelers while preserving the country’s natural beauty,” she concluded.

Deputy Minister of Environment and Climate Change, Mima Yema Mimi, called on hotels, restaurants and tourism operators to take greater responsibility in reducing plastic waste and maintaining a cleaner environment.

She emphasized the direct link between a clean environment and a thriving tourism industry, highlighting the negative impact of plastic pollution on the country’s beaches and oceans. She warned that continued environmental neglect could damage Sierra Leone’s reputation as a tourist destination.

“It is heartbreaking to see the amount of plastic waste along our beaches, particularly in front of hotels and restaurants,” she said. “Tourism and the environment go hand in hand. If we don’t keep our surroundings clean, we are destroying the very industry we depend on.”

The Deputy Minister stressed the need for collective action, urging tourism operators to not only clean their surroundings but also hold each other accountable in maintaining a sustainable and eco-friendly industry.

“We don’t need authorities to chase after hotels and restaurants to keep their premises clean. It should be a shared responsibility,” she said. “We must be role models and watchmen for our industry, ensuring that our environment remains clean and welcoming for visitors.”

Bashiru Koroma, Planning and Development Officer at the NTB, explained that the initiative aims to motivate and recognize tourism operators who implement best environmental practices, particularly in reducing single-use plastics.

“In developing this initiative, we conducted extensive feasibility studies and policy reviews, including the Tourism Act, to ensure its applicability,” he said. “While the Act provides some development aid and incentives, we had to adapt an alternative incentive model that offers both financial and non-financial rewards.”

According to Bashiru Koroma, the financial incentives will include a fee reduction for tourism operators who successfully meet the environmental standards outlined in the Green Label Reward checklist. Additionally, the initiative will offer capacity-building programs and feasibility studies to support tourism businesses in adopting sustainable practices.

For non-financial incentives, the NTB has proposed upgrading hotel classifications hotels and tourism establishments that attain the Green Label certification may receive an upgraded classification status as part of the reward system. Recognized businesses will also benefit from enhanced visibility and marketing support on national tourism promotion platforms, including the NTB’s website and social media channels, to highlight their achievements in reducing single-use plastic waste.

Bashiru Koroma emphasized that the incentive model is designed to be realistic and sustainable, ensuring that tourism operators have a clear pathway to adopting environmentally friendly practices while also benefiting from Government support.

“The tourism sector plays a crucial role in our economy and if we do not protect our environment, we are jeopardizing the industry’s future,” he stated. “Through this initiative, we hope to see more hotels and restaurants committing to sustainability and positioning Sierra Leone as a leader in eco-friendly tourism.”

John Shallop, President of the Hospitality Industry in Sierra Leone and General Manager of Country Lodge Hotel, highlighted the challenges of waste management within the hospitality sector and the need for collective responsibility in protecting the environment.

He acknowledged the difficulties hotels face in managing waste and called on industry stakeholders to embrace and sustain the initiative. John Shallop emphasized that the project should not only be seen as a Government effort but as a means to enhance business operations and environmental sustainability.

He also questioned the enforcement mechanisms and incentives for ensuring compliance with environmental standards. In an effort to contribute to waste reduction, John Shallop pledged to import containerized bottled water as an alternative to plastic bottles, which have significantly contributed to environmental pollution in Sierra Leone.

Dr. Kadijatu Grace Kamara, Deputy Minister of Tourism and Cultural Affairs, underscored the importance of recycling in promoting a cleaner environment. She urged hotel owners to engage in organized cleaning initiatives, noting that the waste generated by the hospitality sector should not be seen as a problem but rather as an opportunity for sustainable solutions.

Civil Rights Coalition Launches Awareness Campaign to Ensure Pupils Benefit from Continuous Assessment System

Civil Rights Coalition Launches Awareness Campaign to Ensure Pupils Benefit from Continuous Assessment System
Civil Rights Coalition Launches Awareness Campaign to Ensure Pupils Benefit from Continuous Assessment System

By Alvin Lansana Kargbo

The Civil Rights Coalition (CRC) has launched a district-level awareness campaign to educate families and communities on the Continuous Assessment Score (CASS) and the importance of the Basic Registration System (BRS). The initiative kicked off on Tuesday 25th February, 2025 at Congo Market in Freetown and will run until March 20, 2025, targeting key gathering areas such as markets and transport hubs across the capital.

The Government of Sierra Leone, through the Ministry of Basic and Senior Secondary Education (MBSSE) and the West African Examinations Council (WAEC), introduced CASS as part of a broader effort to improve learning outcomes and accountability. Enshrined in the Education Act of 2023, CASS ensures that pupil evaluations are based on a combination of coursework and final exams rather than a single test. However, challenges in implementation have led to some pupils being disadvantaged due to misinformation, missed deadlines and lack of awareness among parents and educators.

Speaking at the launch, CRC Coordinator Alphonso Manley highlighted the Coalition’s role in supporting public education through advocacy and collaboration with the Ministry of Basic Education. He stressed the need for accurate and timely submission of assessment scores, emphasizing that failure to do so could prevent pupils from sitting for crucial exams like the National Primary School Examination (NPSE) and the Basic Education Certificate Examination (BECE).

“Our focus is to ensure parents understand the significance of CASS and actively monitor their children’s progress. We urge all parents to visit schools and verify that their children’s assessment scores have been submitted before the February 27 deadline,” he stated.

He further encouraged school Principals to cooperate by showing parents their children’s reference numbers and academic records to prevent last-minute surprises. The CRC plans to sustain community engagement beyond the initial campaign period by continuously working with educational stakeholders to improve the system’s efficiency.

Representing the Ministry of Basic Education, Ibrahim Modibo Kella reiterated the importance of continuous assessment in fostering academic success. He explained that the previous system, which relied entirely on final exams, often disadvantaged pupils who performed poorly under exam pressure.

“With CASS, pupils accumulate 30% of their final grade from ongoing assessments in SS1 through SS3, while the remaining 70% comes from final exams. This provides a more balanced evaluation, allowing pupils a better chance at academic success and university admission,” he explained.

He urged parents to remain engaged with their children’s education by maintaining close communication with school Principals and teachers. He also commended the CRC for its proactive efforts in ensuring that no pupil is left behind due to a lack of awareness.

Abass Macca Leigh, Principal of Government Model Senior Secondary School, emphasized the necessity of timely registration for CASS. He warned that pupils who fail to register will not be able to sit for exams, regardless of their academic performance.

“Parents must take this matter seriously. Schools are responsible for submitting assessment scores, but parents must verify that their children’s names appear on official records,” Abass Leigh said.

Community leaders also weighed in on the discussion, emphasizing the need for improved information dissemination. Chief Ya Alimamy Fofana of Congo Market acknowledged the struggles many parents face in accessing vital education updates.

“Not everyone has access to radio, television or the internet. Many parents remain unaware of critical deadlines and this has led to some children missing their exams. We appreciate CRC’s efforts to bring this message directly to the people,” she stated.

She also raised concerns about systemic issues, such as students’ names disappearing from official records despite meeting the requirements. She called on parents to be proactive in ensuring that their children’s documents, including National Civil Registration Authority (NCRA) documents, are in order.

As the awareness campaign continues, stakeholders have called for collective responsibility in ensuring that no child is left out of the education system due to technicalities. The CRC aims to visit all major markets and parks in Freetown to spread the message, urging parents, teachers and school authorities to work together for a smoother implementation of the CASS system.

With the final submission deadline for NPSE and BECE assessments fast approaching on February 27, the call to action is clear: parents must verify their children’s assessment records now to avoid future complications.

CODE Hosts Beach Bash for Students After First Semester Exam

By Ibrahim Sesay

In a bid to provide students with a much-needed break from the pressures of academia, the College of Digital Excellence (CODE) hosted its annual beach outing at #2 Beach on Saturday 22 February 2025. The event, which has become a hallmark of the college’s calendar, was designed to foster social networking, create valuable connections and offer students a chance to unwind. With the sun shining and the waves crashing in the background, the atmosphere was set for a day of fun, relaxation and camaraderie.

The beach outing, a recurring event at CODE, was filled with exciting activities that included a lively football match and several entertaining games such as tug of war, sack races and smart roll. These activities not only brought the students together but also allowed them to experience the lighter side of college life in a way that was both engaging and fun.

Abdulai Koroma, a first-year student studying Software Engineering, explained why he was so eager to participate in the event. “I was motivated to attend because I wanted to interact with my colleagues. During class sessions, we find it difficult to interact because of the tight class schedules,” he shared. Abdulai Koroma was grateful for the chance to meet with students from different campuses, particularly those from the Wellington campus, making the event a bridge for building friendships and exchanging ideas.

Rajesh Kumar, the Technical Consultant at CODE, elaborated on the significance of the outing. He explained that with the college now spanning both the Eastern and Western parts of Freetown, it was important for students from these campuses to gather and bond in an informal setting. “Interactions like this are vital for creating a sense of unity among students and it’s crucial for their social development,” he said.
