This call for expression of interest falls under the EU-funded project of “Increasing Sierra Leone’s competitiveness through enhanced productivity and trade compliance in selected value chains”, Sierra Leonean Component of the West Africa Competitiveness Programme (WACOMP). This initiative aims toextend support to smallholders, Micro, Small, and Medium Enterprises (MSMEs) and/or agricultural cooperatives, which work primarily (but not exclusively) in the cocoa, palm oil and/or cassava value chains within Sierra Leone.
The objective of this initiative is to facilitate the acquisition of equipment and/or adequation of premises in order to enhance productivity, quality compliance, or in order to comply with national or international technical/hygiene regulations and/or standards, for selected number* of beneficiaries for up to EUR 9,000 per entity.

In recognition of their pioneering efforts to reduce single-use plastics and their steadfast commitment to embracing circular economy principles, which serve as a beacon of inspiration for the local community and will contribute to a more sustainable and responsible future for Sierra Leone, the Government of Sierra Leone, through the Ministries of Finance, Tourism and Environment, alongside the Sierra Leone Economic Diversification Project (SLEDP), Resilient Urban Sierra Leone Project (RUSLP), and the World Bank, with generous support from PROBLUE, presented Certificates of Appreciation to sustainability pioneer hotels in the country on Wednesday, February 21, 2024.
The ceremony, held at the Country Lodge Hotel on Hill Station in Freetown, also marked the launch of the Early Adopters Day and Green Labelling Reward initiative, aimed at commending the efforts of tourism operators in minimizing single-use plastic (SUP) within the tourism sector in Sierra Leone.
Dr. Louise Twining-Ward, Senior Private Sector Specialist at the World Bank, emphasized the pervasive threat posed by plastic pollution to rivers, oceans, and marine life. She stressed the urgency of taking swift, concerted action to combat the issue, especially within the tourism sector, given Sierra Leone’s projected increase in tourist numbers.
She highlighted the initiative’s inception two years ago, driven by PROBLUE’s visionary concept adding that despite initial skepticism a small cohort of businesses stepped forward as early adopters. The Senior Private Sector Specialist revealed that through collaborative efforts, these pioneers assessed their plastic usage, identified areas for improvement and fostered a culture of knowledge-sharing and cooperation.
According to her, responding to feedback the initiative entered its second phase, mentoring small businesses to develop and supply viable alternatives adding that the gradual progress was underscored by the presence of businesses at the ceremony, representing the ongoing journey toward sustainability.
She informed the audience that the presentation of Certificates of Appreciation to sustainability pioneer hotels marks the beginning of a transformative journey, rather than the culmination of a fully-fledged certification program.
Emphasizing their approach as voluntary, she expressed her belief that change, driven by voluntary action, tends to be more enduring.
Addressing the issue of Government’s intervention, she explained their decision not to immediately advocate for a blanket ban on plastic bags, unlike some other nations. Instead, they opted to focus on voluntary initiatives. However, she acknowledged the likelihood of future regulations, clarifying that such measures wouldn’t apply retroactively to the early adopters.
Turning to ongoing efforts, she mentioned the Plastics Leadership Platform spearheaded by the Ministry of Finance. Under this initiative, they are developing a green task force tasked with identifying products that may warrant increased tariffs as part of a broader strategy to promote sustainability.
Addressing the Early Adopters Program and the Sierra Leone Hospitality and Tourism Association’s (SLHTA) commitment to transitioning to sustainable practices within the tourism sector, Miatta Marke, a member of SLHTA, began by reaffirming their dedication to the Go Circular Week event, which focuses on plastic reduction and the principles of a circular economy in the country.
She emphasized SLHTA’s mission to inspire its members to embrace the initiative’s vision and long-term goals. To achieve this, she explained that they have integrated the Go Circular or Green Label Reward initiative as a standard agenda item in their meetings. This approach aims to foster discussions among members, facilitating collaboration and problem-solving.
Acknowledging the shared commitment to eliminate plastics from their businesses, Miatta Marke highlighted the financial challenges that often deter businesses from fully participating. In response, she revealed ongoing discussions, prompted by suggestions from partners, to explore joint purchasing arrangements.
“We are exploring the potential of joint purchasing to incentivize suppliers of paper products,” Marke explained. “By pooling the purchasing power of 3-5 businesses and approaching suppliers collectively, we aim to negotiate more favourable terms, thus reducing costs for our members. This is one of the proactive steps we are taking as SLHTA,” she concluded.
She acknowledged one of the hurdles encountered in addressing single-use plastics within their businesses: the challenge of persuading customers that single-use plastics are not essential. Explaining that using tap water can be safe, she noted the considerable difficulty they’ve faced in this endeavour, navigating through various steps in the process.
Nevertheless, she expressed optimism, revealing that they have nearly reached the culmination of their efforts. As part of their journey, they now provide guests with complimentary servings from water dispensers instead of requiring them to purchase bottled water.
Additionally, they offer laboratory reports detailing the safety of the current batch of water served at their establishment, assuring customers of its quality compared to bottled water.
In his presentation on the Green Label Reward Concert, Bashir Idriss, Director of Environmental Health & Safety, outlined the primary aim of the Green Labelling initiative: to commend tourism operators for minimizing single-use plastics within the sector. Specific objectives include motivating operators to invest in SUP reduction, establishing a nationally recognized label, raising awareness about plastic pollution and pioneering approaches to SUP reduction.

Tamba Dauda, the Professional Head of the Ministry of Lands, Housing and Country Planning, in an AYV televised program unveiled series of significant measures taken by the Ministry aimed at tackling critical issues in land management and development across the Western Area.
He disclosed a startling statistics, revealing that an alarming 80% of ongoing construction projects in the Western Area are undertaken without the requisite building permits which he said signals a serious breach of regulatory protocols. According to him, they have initiated a vigorous operation to identify and halt unauthorized construction activities, underlining the Government’s dedication to enforcing adherence to legal frameworks and fostering sustainable urban growth.
The Professional Head raised concerns regarding the escalating incidence of land grabbing in the Western Area, leading to encroachment and degradation of crucial forest reserves.
“The Ministry has taken a firm stance against this detrimental practice,” he disclosed stressing the importance of environmental preservation and the safeguarding of natural resources for both present and future generations.
Tamba Dauda pointed out that in a bid to promote transparency and fairness in land allocation, the Ministry introduced an innovative state land allocation model dubbed the “land raffle.” He maintained how the pioneering approach, successfully implemented in public settings three times since 2021, was aimed at democratizing access to State land and bolster trust in the allocation process among stakeholders.
He emphasized how the Ministry has reiterated its commitment to upholding standards of accuracy and compliance in land development endeavours also underscoring that site plans featuring survey inaccuracies or lacking a valid root of title or master plan will face rejection by the Ministry stressing the significance of adhering to regulatory prerequisites for sustainable development.

The Minister of Information Furthermore, Chernor Bah, stressed the importance of revenue mobilization highlighting its role in funding Government initiatives, including salary increases and development projects.
In contemporary Sierra Leone, the National ID Card transcends being a mere piece of plastic as it stands as a cornerstone of legal identity, incorporating biometric data to offer multifaceted benefits beyond basic identification.
One significant advantage lies in the card’s role in identity verification, facilitating access to Government services and streamlining processes within the financial sector. Additionally, recent developments mandate the NIN for state land transactions and access to essential services within certain ministries and agencies.
For residents aged 12 and above obtaining the National ID Card is a straightforward process, with the positioning of designated NCRA centers across the country facilitating issuance. Non-citizens must also apply for the Non-National ID Card for resident and work permits.
It’s imperative to note that the National ID Card features a unique NIN, linking individual records within the National Identity Database, and is now required for pupils in public examination classes.

A Northeast Outreach Officer of the Ministry of Information and Civic Education, Charles Champion Conteh, stationed in Makeni recently played host to his colleagues who were invited to participate in a Town Hall meeting geared towards strengthening the communication channel or tie between citizens in that part of the country and the Government. The discussions that were opened bordered on pertinent national issues, including the Finance Act of 2024 and the impending increment of the country’s tollgate fees scheduled to commence on March 1st, 2024.
In his brief address, Charles Champion, emphasized the Ministry’s commitment to bridging the communication gap between citizens and the Government also underscoring the importance of incorporating citizens’ concerns and views into governmental actions saying such aligns with one of the Ministry’s primary objectives.
He highlighted the significance of engaging with citizens particularly amidst the transformative changes that are been ushered in by the Minister, Chernoh Bah, taking into consideration modern communication practices.

During a session held on February 20, 2024, the United Nations Security Council convened to address the escalating crisis in the Middle East, particularly focusing on the situation in Gaza. H.E. Dr. Michael Imran Kanu, the Permanent Representative of Sierra Leone to the UN, delivered a compelling plea for urgent action to alleviate the dire humanitarian conditions prevailing in Gaza.
Sierra Leone voiced its firm support for the diplomatic efforts led by Algeria, aimed at brokering a resolution that would secure an immediate ceasefire in the region. Expressing gratitude towards Algeria for its transparent and inclusive mediation process, Sierra Leone underscored the critical need for swift intervention. This urgency was reinforced by the alarming humanitarian crisis unfolding in Gaza, as well as the Secretary-General’s urgent appeal for a ceasefire under Article 99 of the UN Charter.
Despite acknowledging the ongoing diplomatic initiatives, Sierra Leone emphasized the pressing nature of the situation, stressing that any further delay would exacerbate the suffering endured by the Palestinian population. The country applauded the prompt actions taken by the UN General Assembly and the International Court of Justice (ICJ) and urged the Security Council to follow suit with decisive and timely measures.
Sierra Leone’s Representative at the Security Council highlighted the persistence of perilous humanitarian conditions in Gaza, coupled with the ongoing hostage crisis, as compelling reasons for immediate Security Council intervention. They advocated for the adoption of a robust resolution demanding an immediate humanitarian ceasefire, the release of hostages, and unimpeded access for humanitarian aid delivery in Gaza.
Sierra Leone cautioned that failure on the part of the Security Council to act decisively would not only extinguish hope but also undermine the very mandate entrusted to it by the international community.
