Orange Money, which is a subsidiary of Orange SL, the leading telecommunications company in Sierra Leone, unveiled its latest innovation, the Orange Money Card, during a launch event held at their headquarters in Hill Stations on the 8th June, 2023. The highly anticipated event was attended by customers, members of the general public and representatives from the media.
During the opening remarks, Abibatu Baxter, Head of Strategy, Partnership and Marketing at Orange SL, emphasized that the Orange Money Card is designed to be inclusive and accessible to all, including those without Smartphones adding how the move demonstrates Orange SL’s commitment to providing convenient financial solutions for all segments of the population.

As part of their efforts to raise awareness and deepen knowledge about the legal channels that exist for resolving election-related disputes, the Centre for Accountability and Rule of Law – Sierra Leone (CARL-SL) with funds from the Government of Ireland has on Wednesday 7th June, 2023 launched a guide for lodging and resolving complaints during the electioneering period. The guide was launched during a one-day seminar on Alternative Electoral Dispute Resolution Mechanism held at the Hub Hotel on Wilberforce in Freetown.
Speaking during the seminar, the Executive Director of the Centre for Accountability and Rule of Law – Sierra Leone (CARL-SL), Ibrahim Tommy, said the guide is not exhaustive, but it covers the key com-plaints/concerns that may arise before, during and after elections and how such complaints can be resolved with the objective to help increase knowledge about the administrative or non-judicial channels that exist for resolving electoral disputes in the country.
He said that in 2022, the Government of Ireland approved a grant to IR and its partners, including the Centre for Accountability and Rule of Law, to implement a project aimed at promoting meaningful, policy-based elections and an effective administration of electoral justice.
Ibrahim Tommy maintained that under the Project, CARI-SL will focus extensively on promoting effective and credible administration of electoral justice by promoting knowledge about an alternative to agitation in addressing electoral justice.
Commenting on the key observation, he said, campaigns have been largely peaceful, although their monitors have observed incidents of politically-motivated violence in Morieba Town, Mile 91, Kailahun, Falaba and Kono. He cited, as an example, the speedy administration of electoral justice by the Supreme Court on the petitioning of the Proportional Representation system by the All People’s Congress (APC).
The Executive Director said that there has been an improvement in security management of outdoor campaigns, with limited complaints on how the Police deals with public order issues, politically-motivated, inciting and hate messages especially on social media and how finally they are also concerned about the delay by ECSL in releasing the voter register.
He maintained that ,however, in the guide they have identified potential election-related complaints as well as the institutions established by law to resolve them and that these institutions include the Electoral Commission for Sierra Leone, the Political Parties Registration Commission, the Sierra Leone Police, the Independent Police Complaints Board, the Human Rights Commission of Sierra Leone, the Anti-Corruption Commission, the Office of the Ombudsman among others.
Ibrahim Tommy said that to minimize the number of appeals arising from their complaint resolution efforts, it is important that these institutions deliver on their mandates in a speedy, transparent, participatory and fair manner.
In her presentation on the electoral conflict guidelines, the Consultant, Commissioner Simitie Lavaly Esq. said that the guide will raise awareness about the legal channels- administrative, non-judicial and judicial channels- that exist for resolving election-related disputes.
She said that the guide covers the key complaints/concerns that may arise before, during and after elections geared towards promoting peaceful or violence-free elections by using appropriate legal channels for resolving disputes.
The Elections Management Bodies and support agencies present at the ceremony including the Political Parties Registration Commission, the Sierra Leone Police, the Electoral Commission for Sierra Leone, the Office of the National Security, Judiciary of Sierra Leone, Inter-Religious Council also made statements on their interventions and experiences in managing/resolving electoral complaints and security.
During a snap press conference held on Monday 5th June, 2023 at Congo Cross in Freetown, One Family People informed pressmen that the organization has supported Parliamentary and Councilor Candidates with disabilities with campaign messages, printing of campaign materials, mentoring and coaching during the 2023 general elections.
Reading a Press Statement, the Field Officer of One Family People, Salamatu Laggah, started by calling on fellow Sierra Leoneans to support candidates with disabilities, especially women with disabilities, in the June 24th General Elections.
She said that most times, women with disability are not given the necessary support they need to adequately partake in election processes and as a result they are always seen at the back and their voices are never heard, in lieu of that they are denied the right to exercise their franchise.
Salamatu Laggah said ,however, One Family People, an organization working with Persons with Disabilities (PwDs), strongly believes that political participation could promote inclusion, representation, and participation of persons with disabilities, as “Leave no one behind” is the central, transformative promise of the 2030 Agenda for Sustainable Development and its Sustainable Development Goals (SDGs).
She maintained that in 2022, OneFamilyPeople engaged heads of political parties to award symbols to Persons with disabilities especially women with disabilities which was followed by a capacity-building workshop for 30 women with disabilities and the signing of a Strategy for Affirmative Action on Disability Inclusion that will improve collaboration between the community of persons with disabilities and the leadership of political parties, adding that they are grateful that their cry was positively echoed such that some persons with disabilities (men and women) who applied for symbols were awarded to participate in the 2023 elections.
“We also saw that despite the award of the symbols, they (PwDs aspiring) lack the resources to develop campaign messages, Posters, Banners, Handbills, etc. It is against that background that OneFamily People decided to support them by helping to develop campaign messages in the form of fliers, banners, posters, etc. this will help raise public awareness on their agendas and improve outreach,” she revealed.
The Field Officer said that One Family People is with the strong belief that supporting them will add value to their political ambition and dignity rather than seeing them begging for money to undertake such an important activity.
She pointed out that OFP as the Strategic Partner Organization of Liliane Foundation in Sierra Leone is mandated to develop and implement policies, strategies and programmes that fit the country context and are consistent with the LF global policy and strategic framework and they are also responsible for coordinating a network of partner organizations that are empowering children and youngsters with disabilities below 25 years of age, who belong to “resource poor” families to participate in society and ensure their inclusion in the community.
Salamatu Laggah, however, stated that on behalf of the OneFamilyPeople they are calling on Stakeholders to come onboard and mount a sustainable campaign against all forms of stigma and discrimination against Persons with Disabilities especially Women with disabilities participating in the election. They further encouraged other organizations and goodwill individuals to support these candidates in any way they can saying there are no small actions and creating a barrier free society begins with you.
Closing the ceremony, partner organizations of One Family People, including the Dorothy Springer Trust, Disability Awareness Action Group, Sierra Leone Autistic Society etc also made commitments towards supporting candidates with disabilities who are aspiring to contest in the June 24th 2023 General Elections.
The Confucius Institute Fourah Bay College, University of Sierra Leone has on Saturday 3rd June, 2023 held its 1st Chinese Cultural Activity at the Pinkang Dental University on Freetown Road in Freetown which happens to be one of the Confucius Institute Chinese teaching sites.
The ceremony was graced by the Chinese Director of the Confucius Institute, Prof. Jing Man, the Founder of Pinkang Dental University, Liu Jim Jun, Lecturers, Students and the Media.
Addressing the gathering, the Founder of Pinkang Dental University, Liu Jim Jun expressed appreciation to the Confucius Institute for holding the 1st Chinese Cultural Activity at the Pinkang Dental University, which he described as very important towards cultural sharing between China and Sierra Leone.
He said that they will also follow the steps of the Confucius Institute, learn more about Chinese culture, understand China, learn China’s advanced education and training system, and introduce China’s advanced education system so that more Sierra Leoneans can learn Chinese.
He said for students learning Chinese after they graduate, his institution will arrange for them to study in China, so that they will adapt quickly to China and learn more advanced Chinese technology and cultural concepts which he said will also better improve their cultural knowledge, adding that they must seize the opportunity and work hard to learn Chinese in order to lay a solid foundation for better performance in China in the future.
He said that he came to Sierra Leone in 1999 and he learnt that there were only three Sierra Leonean dentists registered with the Dental Association, and the rest were foreigners and it was against that he made up his mind to lead the Sierra Leonean dentists to Pinkang Dental University which he said will be a development path for dentists in the country.
He said that the establishment of Pingkang University of Stomatology has filled the situation that Sierra Leone has never had a professional school of dentistry and that the birth of Pingkang Dental University means that dental issues will be taken to a higher level from now on.
He stated that Pinkang Dental University of Stomatology is also responsible for the formulation of the strategy for the development of dental research in Sierra Leone and they will intensify research and development efforts in dental materials and technology research with plans for the dental level to reach the standards of advanced countries in 10 years, and surpass them in 10-15 years.
A Local Chinese Lecturer at the Confucius Institute, Fourah Bay College, University of Sierra Leone, Gibrilla Sesay said that the Confucius Institute have produced fruits and successes since its establishment in 2012, adding that the Confucius Institute has constantly improved the conditions of teaching and is striving to improve the level of Chinese education in their sites across the country including Universities, secondary and primary schools and other institutions adding that thousands of people learn Chinese every year, using Chinese to light up the belt and it has become an important force for China and Sierra Leone in occasional cooperation and cultural exchanges.
Gibrilla Sesay said that the Chinese Cultural Activities at the Pinkang Dental University is part of their efforts towards enhancing inter-cultural exchange between Sierra Leone and China, adding that during the event students at the Pinkang Dental University had the opportunity to learn different Chinese cultural activities.
He maintained that the event also provides the opportunity to students who have been studying Chinese at the Pinkang Dental University to put into practice what they have learnt, stating that the event will also serve as a motivation to them in knowing the significance of learning the Chinese language.
The Local Lecturer concluded by encouraging students to make good use of the opportunity by learning Chinese which he said has greater opportunities now and years to come in and out of the country.
Students who benefited from the Chinese Cultural Activities also commended Confucius Institute for the activity and the Pinkang Dental University for providing them the opportunity to have a first-hand experience of the Chinese culture.
The event was climaxed with the demonstration of cultural activities during which all present had the opportunity to learn how to make Chinese tea , painting, Chinese paper cutting etc.
The Sierra Leone Bar Association has on the 7th June, 2023 handed over a renovated dormitory and as well presented capacity building resources materials for detainees of the Remand Home at Kingtom in Freetown. Present during the event were a cross section of members of Sierra Leone Bar Association, the Director of Public Prosecution, the Officer in Charge of the Remand Home, representatives of Marampa Mines, UBA and ECO Bank, a representative of the Ministry of Social Welfare, Caregivers, well wishers and the inmates.
In his welcome address, the Vice President of the Bar Association, Sidique Tommy, thanked all for attending what he referred to as an historic event. He disclosed that the event is a culmination of efforts started a month ago . He said as an Association their primary focus is to champion and further the interests of lawyers adding that they also promote the rule of law as well as represent their clients in courts. The Vice President continued that they are not only limited to further the interests of lawyers but are also engaged in charitable endeavours by giving back to society.
“The event we are all gathered here to witness is a testament to that charitable work,” he stated furthering that as lawyers they strongly believe that juveniles should have right to legal representation. He, however, lamented that in practice that is not always the case as there is a huge shortage of legal representation for juveniles maintaining that although NGOs intervene such is not enough which makes it necessary for lawyers to be providing pro bono services.
He talked about the need for the Police and Correctional Service personnel to be trained in order to be aware of the fact that detention centres are meant to reform or transform inmates saying that could be achieved by providing opportunities for inmates to acquire useful skills through training or availing them the opportunity to attain formal education.
Sidique Tommy informed the audience that they are determined to change that notion of detention centres being dumping grounds. He underscored how inmates have rights to restorative justice saying as Lawyers they are trying to bridge that gap. He appealed to other entities or individuals to come onboard and extend helping hands.
The Vice President said strides have been made to improve the criminal legal system but much need to be done to improve the dormitories at the Remand Home.
President of the Bar Association, Eddinia Michaela Swallow, thanked all sponsors of their past fund raising activities. She intimated that the Bar Association has been engaged in charitable work for quite a considerable period of time now referencing the Regent mudslide and COVID-19 supports they provided during those critical moments further appealing to members to actively participate in making meaningful changes in society.
Eddinia Michaela Swallow disclosed that initially the Bar Association thought of offering the Remand Home sewing machines for inmates to learn sewing. She said, however, when they conducted a needs assessment they were informed that it will be necessary if they could assist in rehabilitating the dormitories adding that they committed themselves to start with one dormitory and then encourage members of the Association to adopt a dormitory for rehabilitation.
The President also revealed how the Association repaired the Home’s gate to one which is now a sliding gate very much stronger than the previous one saying such has enhanced security.
She also disclosed how they have provided support to a new Unit at the remand Home which is to be involved in gara tie dying. “It is important that the inmates learn something that would make a difference in their lives later on,” she maintained reiterating that to change the narrative they believe that capacity building is necessary.
The Bar Association President said they will continue with the Dems Project for Boys further appealing to lawyers to provide pro bono representation for detainees.
“Embrace the project as yours,” she made a passionate appeal adding that the Association has contacted various Chambers maintaining that the feedback has been encouraging.
She ended by introducing the Project Coordinator, Yoko Mahiteh Brewah Esq.
Treasurer of the Bar Association, Matina Egbenda stated that the Remand Home Project is an ongoing one with funds needed. She disclosed that in 2022 the idea came up and they lobbied for support which came from certain corporate institutions of which the proceeds were utilized to fund the project and appealed to her colleagues to adopt and support a dormitory. She thanked Marampa Mines, UBA and ECO Bank for their support adding that there are so many things members could do.
A representative of Marampa Mines, Joseph Munda Sandi, thanked the Bar Association for taking up the laudable venture geared towards improving the welfare of inmates. He said Marampa Mines is a subsidiary of Gerald Group and they are involved in iron ore mining. He said they were excited about the initiative and other activities undertaken by the Bar Association and assured that they will continue to provide support and ended up encouraging the lawyers to continue the good work.
Another representative of UBA, one of their sponsors, Yusuf Ahmed Sesay, Acting Head of Corporate Banking, said they are proud to be a sponsor of the initiative. He said indeed the inmates deserve humane treatment as such will contribute to a just society adding that they are looking forward to the positive impact that the project will make.
In his contribution, the representative from ECO Bank, another sponsor, Leonard Taylor Pearce, said on behalf of the Board and Management he is extending thanks and appreciation to the Bar Association for utilizing funds judiciously. He said they cherish the venture and will like to continue to support it. He suggested that the inmates, after completing their detention, should be properly integrated.
Leonard said they will continue to partner with the Bar to positively impact the lives of people and assured them of continued support.
Officer in Charge of the Remand Home, Allieu Gormoh , expressed profound thanks and appreciation to the Bar Association for the support they have rendered. He said the Remand Home is a temporary abode for kids who are in conflict with the law and is managed by the Ministry of Social Welfare. Allieu disclosed that security is provided by the Police and Correctional Officers convey the inmates to courts. He profusely thanked members of the Bar for fixing the gate which he said has greatly improved security at the Home.
Highlighting some of the challenges the Remand Home is grappling with, he mentioned need of a standby generator, legal representation for inmates, learning materials , used clothing etc.
In stating what they she would like to become in the future, one of the female inmates said she wants to do tailoring were as the male inmate expressed his wish of becoming a lawyer.
The highpoint of the event was the handing over of the materials needed to start the gara tie dying training for the inmates by the President of the Bar Association, Eddinia Michaela Swallow, after which a conducted tour was done on the facility and to especially see the work done so far during which the Director of Public Prosecution, Easmon Ngakui, cut the ribbon for the opening of the refurbished dormitory.
NP (SL) Ltd has put to rest rumours making the round in some quarters that there is an imminent increase in price of fuel, petrol, diesel with the possibility of some unscrupulous individuals creating artificial scarcity, by importing 22,000 Metric Tons of Diesel last week which has already been distributed countrywide.
It is the expectation that this substantial amount of diesel will meet the demands of consumers for the entire month of July, ensuring uninterrupted business operations for all Sierra Leoneans.
According to the Management of NP (SL) Ltd, initially a shipment of 16,000 metric tons was planned to address public concerns and ensure smooth operations but considering the upcoming elections and the need for stability the quantity was increased accordingly. Supplies have been dispatched to the various districts meaning that diesel is now available countrywide and easily accessible at various NP Filling Stations.
It was also learnt that a consignment of petrol will be available shortly, ensuring a sufficient supply until after the elections.
Additionally, this medium was informed that there is an ample stock of fuel oil to support the operations of the Electricity Generation and Transmission Company (EGTC) and serve as an alternative to Bumbuna. This stock will also contribute to the CLSG West Africa power pool project.

The Electoral Commission for Sierra Leone has disclosed that contested Political Parties have received the 2023 Voter Register from ECSL at the National Warehouse at Wellington on the 8th June 2023.
According to the Chief Electoral Commissioner, Mohamed Konneh, it was just a matter of time but as an institution they were sure that they will release the voter register as required and normally done in past elections.
“We gave the names and photos (of voters) to political parties to print,” Konneh revealed at a meeting with political parties, election observers and the media at Tower Hill in Freetown.
The Commissioner also revealed that ballot papers are currently being printed and will be ready in due time against the 24th June, 2023.
“All political parties will be present when we receive them at the airport before we dispatch them to the various regions,” he said.
Konneh informed political parties that the Commission is transparent and will continue to dialogue with them. He also spoke about their sacrifices while assuring of their commitment to conduct transparent elections.
Konneh said ECSL has allayed the fears of the main opposition All People’s Congress (APC), Dr. Richard Conteh and Party National Secretary General, Lansana Dumbuya, who before the release were still concerned with the voter list saying that it should be presented to political parties. Their concern was that the issued list must be the same with the one being used by ECSL staff on polling day.
The ECSL’s Director of Voter and Data Roll, Henry Jusufu Swaray stated that the reason why ECSL would not issue the same voter that ECSL has to political parties is to protect data of voters. He informed the gathering that their list has personal information of voters that could expose them to possible post-election danger.
“We have never shared the same voter list with political parties,” Swaray said.
He added that this current practice has been the norm in previous elections held in 2012 and 2018.

Freetown which is the face of Sierra Leone can be salvaged, resurrected and transformed from its near hopeless, dormant, unprogressive and decadent state to become a shining example of what a capital city should be and look like.
As stated earlier, most residents of Freetown prefer to believe that the transformation of Freetown is a pipe dream. But thankfully, at least there is one gentleman who believes that Freetown can be salvaged and transformed to become and look like what a capital city should look like.
This ambitious but unassuming and humble man is the Freetown Mayoral Candidate Mohamed Gento Kamara running under the SLPP ticket. Gento believes that Freetown is not a lost case. He believes that Freetown can be rescued from the doldrums of backwardness, chaos, disorder it finds itself today.

Still trembling from the ravages of the Civil War, there was so very much to be done. An impossible amount … but I looked and thought and planned and I knew there were issues I could tackle and I could contribute to restoring the hope of a generation of young people.
It is no secret that through Gento Group, Gento Kamara has become the face of local content in Sierra Leone. In fact, he is the first Sierra Leonean to manage large Government contracts and for over a decade he has been building numerous roads, including the Waterloo Township Roads, Ring Road, Kerry Town Road, Juba Estate Road, Congo Cross Stone Pitch, and King Jimmy Bridge, as well as the Hill Cot Road, which many people thought was impossible.
Gento adds: “I have built bridges, culverts and road drainages, as well as other urban infrastructure. Many of these projects were said to be impossible. Until they saw what was possible. This lends credence to what I have said many times: It is only impossible if you think it is.”
Therefore, if anyone can change the impossible state Freetown finds itself today, that person is Mohamed Gento Kamara.
The training of Peace Mediators across the country by the Independent Commission on Peace and National Cohesion (ICPNC) in partnership with the Women, Peace and Security Institute (WPSI) of the Kofi Annan International Peacekeeping Training Centre (KAIPTC) on conflict mediation and reconciliation has been completed.
10 mediators per district participated in the training. In all a total of 120 Mediators; 64 males and 56 Females were trained so far.
The training for mediators in the Western Urban and Western Rural district was held in Freetown, while the training sessions for the districts were held in the regional headquarter towns of Bo, Kenema, Makeni and Port Loko.
The two-day training for the Southern Region took place at the Galliness Paradise in Bo City and brought together 40 participants drawn from Bonthe, Moyamba, Pujehun and Bo districts to be trained as peace mediators ahead of the National June 24 General Elections.
Participants comprised Paramount Chiefs, Traditional and Religious leaders, market women, Office of National Security (ONS), Youth Representatives, Civil Society Organization, etc.
According to Madam Agnes Afi Agbevadi, Acting Head of Women Peace and Security Institute at the KAIPTC, the training aims at enhancing the capacity of national and district mediators to effectively prevent and resolve any potential conflict that may arise before, during and after the General Elections in the country.
”It is expected that the mediators will use the skills and knowledge acquired to ensure they effectively mediate any potential conflict that may arise. We do not foresee any threat but we are training the mediators ahead of time so that in the case of any potential conflict they will be able to deal with it in their various regions,” she noted.
Speaking on the partnership with the ICPNC, Madam Agbevadi underscored it has been a great time experience as both organizations have the same mandate to ensure peace and security. Escalating the training in 5 regions in Sierra Leone, she stated has given them the opportunity to discover the country a little bit and has also enhanced their scope of network as they engaged with the various stakeholders within these regions.
“The Women Peace and Security Institute at the KAIPTC urges all national stakeholders to integrate women’s perspectives and full participation in the electoral processes. The Institute also calls for a concerted and collective effort especially at the community levels to ensure that there is violence free election in Sierra Leone,” she said.
“We do not condone any violence that may affect especially women and children before, during and after the elections in Sierra Leone. We wish ‘Mama Salone’ the very best in the forthcoming elections,” she said. She expressed on behalf of the KAIPTC her sincere appreciation to the Government of Sweden for their continued support to ensure sustainable peace and security in the West African Sub Region.
Kojo Mends-Buah, Senior Programs Manager, Conflict Mediation and Resolution at the Independent Commission for Peace and National Cohesion (ICPNC) disclosed, the training in Bo is part of their nationwide drive of training mediators across the country especially at a moment the country is heading towards the Multi-tier elections.
“Mediation is more important when there are scuffles or issues of conflict you need to have a mediator, but you can’t just take anyone to meditate. So we deemed it fit to carefully select these participants represented here to capacitate them with the best of knowledge that will secure the peace of the nation.
“We are therefore expecting the mediation team members to go back to their respective communities and contribute towards the furtherance of peace and national cohesion in the country. Again we are calling for dedication and patriotism from our mediators and with concerted effort continue to uphold the peace in our beloved country,” he urged.
Participants from the training described the engagement as timely whilst pledging their unflinching commitment to upholding the peace within their various communities.
“This training is very excellent. I’m grateful to be here as a participant to be taught and trained as a mediator of peace in my community. It’s really apt, going through social media and seeing what some political parties are saying that is not resonating with the peace in our country. I think it’s but fitting to come and have this training so that when we go back to our communities we can help in consolidating our peace”.
“So my message from what I have learnt here is we should have one common interest that is Sierra Leone, and that’s what we’ve been taught and that’s what we should preach to our brothers and sisters,” said Reverend Father Lappia from Mattru Jong, Bonthe District.
Doris Fambulleh a trader from Bo said: “This training is really timely because we know what we’ve experienced from past elections with incidences of violence and hate speeches among party leaders and supporters but with this training we are now ready to reach out to constituents with messages of peace”.
Some of the topics covered in the training include: conflict and conflict analysis, conflict theory, conflict mediation and reconciliation etc. The training also saw role plays, scenarios, group work and a question and answer session.
The Independent Commission for Peace and National Cohesion is a creation of an Act of Parliament in February 2021 and was officially launched on Thursday 20 April, 2023.
The Commission’s mandate is to promote national cohesion and address the root causes of conflict which are vital for ensuring the country’s continued progress towards sustainable peace and development.
