Your National ID Card is Your Legal Identity. Go for it!

The Sierra Leonean Government has announced a critical deadline for citizens and non-citizens to obtain their National Identification Cards, underscoring the pivotal role these cards play in establishing legal identity within the country. With a cutoff date of March 31, 2024, looming, individuals are urged to take prompt action to acquire these essential documents.

Issued by the National Civil Registration Authority (NCRA), the National ID Card serves as a fundamental pillar of legal identity, incorporating biometric data to provide multifaceted benefits beyond basic identification. The Government has mandated that all residents, including citizens, to possess these cards starting April 1, 2024, to ensure reliable identification and consistency in personal information.

The National Identification Numbers (NINs), embedded in the ID Cards, will become a prerequisite for various transactions and services, including work and resident permit applications, access to Government provisions, obtaining a driver’s license, and even to be eligible to sit to public examination. Additionally, the NIN will be linked to land ownership and building permits, further emphasizing its importance in accessing essential services and rights.

To facilitate the acquisition process, the NCRA has established numerous centers across Sierra Leone where individuals aged 12 and above can apply for their National ID Cards. Non-citizens are also required to obtain Non-National ID Cards for resident and work permits. These centers offer Securitized Biometric Identity Cards, ensuring a streamlined and efficient application process.

It must be noted that the introduction of ECOWAS compliant, internationally benchmarked Identity Cards has instilled a sense of pride among cardholders while unlocking seamless opportunities for accessing social services and Government provisions. With the deadline is fast approaching, the Government urges both citizens and non-citizens to act promptly to avoid last-minute rushes.

  6. NCRA Offices: Regional Headquarter Towns of Bo, Kenema, Makeni, and Port Loko.

EDSA Boss Dilates on Surging Energy Demand Amidst Insufficient Infrastructure

In a candid address at the Government Weekly Press Conference held at the Ministry of Foreign Affairs and International Relations, on Tuesday, 26th March,2024, Joe-Lahai Sormana (PhD), the Director General of the Energy Distribution and Supply Authority (EDSA), shed light on the pressing issue of surging energy demand outpacing infrastructure capabilities in Sierra Leone.

Addressing a gathering of journalists and officials, the Director General delved into the intricacies of the country’s energy landscape, emphasizing the unprecedented increase in demand for power. He said despite concerted efforts to bolster the network infrastructure, the relentless growth in demand poses formidable challenges to them as authorities.

He elucidated the strides made by the Government in augmenting access to electricity in recent years underscoring the persistent imbalance between the burgeoning demand and the capacity of the network to deliver. Such a disjunction, he cautioned, not only strains the existing infrastructure but also jeopardizes safety standards.

“Despite our endeavors to expand and fortify the network, we find ourselves grappling with the ever-mounting demand for electricity,” he maintained  adding how it is imperative to tread cautiously, prioritizing the stability and sustainability of the country’s power supply.

Acknowledging the populace’s rightful entitlement to reliable electricity, he implored patience as the Government navigates the complex terrain of energy distribution revealing how collaborative efforts, with donor partners and strategic investments in network expansion initiatives, are underway to bridge the chasm between demand and supply.

“Balancing the imperative of meeting demand with the imperatives of safety and sustainability necessitates prudent decision-making,” he stressed assuring that they are resolute in their commitment to redress the energy deficit while upholding stringent safety protocols.

The Director General ended by reiterating the formidable challenges entailed in meeting the burgeoning energy needs of the city and the nation at large. Despite the constraints inherent in the prevailing infrastructure, he assured unwavering Governmental dedication to enhancing electricity accessibility for all citizens.

“By harmonizing the imperatives of demand fulfillment with safety and sustainability considerations, we are steadfast in our pursuit of a robust and dependable power supply for the future,” he affirmed.

BASE Awards Participants of National Peace Message Competition

The Building Accountability Systems Through Empowered Communities (BASE) Project in Sierra Leone took a significant step towards promoting peace and unity with the hosting of the National Peace Message Competition Award Night which was geared towards honoring participants that took part in the competition.

Held at the prestigious Freetown City Council Hall in Freetown on March 23, 2024, the event brought together various stakeholders committed to fostering community well-being through enhanced public awareness of the crucial role of peace.

Comprising five local organizations, namely the Institute for Governance Reform (IGR), the Center for Accountability and the Rule of Law (CARL), 50/50 Group, the Independent Radio Network (IRN), and Budget Advocacy Network (BAN), the BASE Project aims to empower communities and increase citizens’ participation in governance processes.

The consortium’s head, Rev. Diamond Suma, expressed gratitude for the participants’ dedication to promoting peace and unity through creative expression. He underscored the competition’s goal of strengthening national cohesion for sustainable development and highlighted the guidelines set for submissions, emphasizing originality, relevance to the theme, emotional impact, and artistic execution across various categories.

During the event, Henry Savage, representing Taking Drum Studio, introduced the esteemed panel of judges, comprising individuals with diverse backgrounds in academia, civil society, media, arts, and peace-building. The judges were tasked with developing evaluation criteria, reviewing entries impartially, and selecting winning entries based on criteria such as creativity, clarity of message, and potential impact. A total of 84 entries were received across four categories: audio, video, written work, and visual arts, showcasing the creativity and commitment of participants in promoting peace through various mediums.

The judging process prioritized impartiality, thorough review, and adherence to established criteria to select entries that best exemplified creativity, relevance, and potential impact in promoting peace and understanding. Despite the challenges faced in evaluating the diverse range of submissions, the judging panel remained steadfast in their commitment to identifying entries that resonated with the audience and demonstrated a deep understanding of the peace-building theme.

Following a rigorous evaluation process, the winners were announced, with the first and second place recipients receiving cash prizes, certificates, and national recognition. Additionally, the top ten participants were awarded Certificates of Participation, acknowledging their contribution to promoting peace and unity in Sierra Leone.

The event served as a poignant reminder of the country’s history of civil conflict, underscoring the devastating impact of political instability and social unrest. However, amidst past challenges, the resilience and strength of the Sierra Leonean people shone through, reaffirming the collective call for unity and solidarity to overcome divisive forces hindering progress.

Rokel Commercial Bank Issues Communiqué of Cybersecurity Conference

In a significant stride towards bolstering Cybersecurity infrastructure in Sierra Leone, the Rokel Commercial Bank, in conjunction with EST Applied Intelligence from the United Kingdom, orchestrated a pivotal national symposium on Cybersecurity and Financial Inclusion. The symposium, convened at the Freetown City Council Auditorium on February 22nd, 2024, convened a diverse array of over 500 stakeholders hailing from financial institutions, government bodies, the private sector, academia, and security agencies.

Under the adept stewardship of Dr. Ekundayo Walton Gilpin, Managing Director of Rokel Commercial Bank Sierra Leone Limited, the symposium witnessed robust discussions and collaborations aimed at fortifying the nation’s Cybersecurity resilience. Government Calls for Private Sector Investment in Water Infrastructure

In observance of International World Water Day, which annually underscores the significance of freshwater resources and advocates for their sustainable management, Dr. Isatta Sao-Kpato Hannah Macarthy, Minister of Water Resources and Sanitation, emphasized the importance of private sector involvement in water infrastructure investment.

Addressing attendees at the Youyi Building in Freetown, Dr. Isatta highlighted President Bio’s initiative to incorporate sanitation into the Ministry of Water Resources, underscoring the Government’s commitment to tackling water-related challenges comprehensively.

Emphasizing equitable access to clean water and sanitation as a fundamental human right, Dr. Isatta stressed the necessity of private sector participation to realize this vision. She pointed out that despite perceptions, providing potable water to communities entails significant investment and effort.

Acknowledging challenges such as water scarcity, unequal distribution, and environmental degradation, Dr. Isatta also underscored the importance of trans-boundary water resource management and cooperation.

Issa Bangura Declared Wanted After Bloody Freetown Protest Left Dozens Dead

As part of an ongoing assignment to assess Sierra Leone’s security situation two years after the August 10, 2022 protests and several months after the November 26, 2023 attempted coup, investigative journalist Alvin Lansana Kargbo came across a deeply personal account that underscores the lingering human impact of the country’s recent political unrest.

What began as a national uprising, born of economic hardship, the August 10, 2022 protests, ended in bloodshed that reverberated across the Western Area and Northern Province. The streets, once filled with chants for change, were left stained and silent as Sierra Leone struggled to process the tragedy. Two years later, the scars remain and for one woman, they have never healed.

During the course of his security assessment, Alvin Lansana Kargbo encountered Salamatu Turay, whose story sheds new light on the emotional and political toll of the events. Her nephew, Issa Bangura, remains unaccounted for since the crackdown that followed the protests.

With pain etched on her face, Salamatu Turay spoke candidly about her nephew, Issa Bangura, a young man she described as passionate, disillusioned and driven not by political rivalry, but by human suffering.

“My nephew was not just angry, he was broken,” she said quietly. “He couldn’t watch mothers cry because they had no food or see children drop out of school because their parents had nothing left.”

According to Salamatu Turay, Issa Bangura was a staunch member of the opposition All People’s Congress (APC) and openly critical of the ruling Sierra Leone People’s Party (SLPP). Yet, she stressed that his participation in the protest was motivated by a desire to see lives improved, not by partisan ambition.

“He told me it wasn’t about party colours anymore. It was about the cry of the people,” she recalled.

That cry erupted on August 10, 2022, when a small group of protesters marched through central Freetown demanding relief from worsening economic conditions. The demonstration quickly gained momentum, especially in the northern districts, fueled by rising inflation, unemployment and food insecurity.

But what began as a peaceful demonstration ended in tragedy as security forces opened fire on the crowds. Panic ensued. By the time calm was restored, more than 20 civilians and six police officers had lost their lives.

In the days that followed, authorities launched sweeping arrests targeting suspected organizers and sympathizers. Salamatu Turay said Issa Bangura’s house was among the first raided.

“They broke in and didn’t find him,” she said. “So they beat his wife and children.”

Issa Bangura, who was not present at the time of the raid, went into hiding. A police notice was soon issued declaring him a wanted man. He was listed alongside others, including Mohamed Dumbuya (alias Notorious BIG), Santigie Sesay, Amadu Koita and Sorie Kamara (alias Tupac), all accused of playing a role in the unrest.

Since then, Issa Bangura has disappeared without trace; his whereabouts not known. His name, however, has continued to resurface in the political discourse, most notably after the November 26, 2023 attempted coup, which came on the heels of a tense and highly contested presidential election that returned President Julius Maada Bio to office amid strong opposition from the APC’s Dr. Samura Kamara.

The attempted coup plunged the nation back into uncertainty and once again, Government officials pointed fingers at opposition members, including those linked to the August 2022 protests.

Rumours about Issa Bangura’s involvement resurfaced, but no concrete information has emerged regarding his fate.

Salamatu Turay now lives under the weight of uncertainty. “At first I did not know if he was alive especially when they heard that two of Issa Bangura’s friends were killed in the protests and some were arrested,” she intimated adding that, “But I know he was never a criminal. He just couldn’t stay silent while people starved.” She continued that, however, later she had a strange call informing that her nephew is still alive.

Many individuals arrested in connection with the protests and the coup attempt  have been sentenced to long term imprisonment as Sierra Leone continues its long search for justice and reconciliation. The Government maintains the position that both incidents were politically motivated, while critics argue that the unrest was driven by deeper socio-economic despair.

“Sometimes protests don’t start in offices,” Salamatu Turay observed. “They start in hungry homes.”

Her voice, though soft, cuts through the noise of political narratives and leaves a resonant truth: Sierra Leone is still trying to make sense of its pain while many like Salamatu Turay wait for answers that may never come.

CHRDI Laments Over Police Denial to Exercise Democratic Right

The Campaign for Human Rights and Development International (CHRDI) expresses profound dismay at the Sierra Leone Government’s decision to obstruct their planned peaceful protest which was scheduled for March 25, 2024. It lamented that despite their extensive communication and requests for police security, the Sierra Leone Police regrettably denied them the opportunity to exercise their democratic right.

That decision, announced on March 21st, 2024,  according to CHRDI, unequivocally underscored the Government’s intolerant stance towards public dissent and freedom of expression and also exposes a systemic pattern of suppressing lawful protests and undermining the principles of democracy.

CHRDI says it notes with concern the Government’s recent actions, including the unilateral dissolution of the University of Sierra Leone Court and the appointment of an unauthorized Acting Vice-Chancellor, which further erode the rule of law and academic autonomy.

The rights-based organization went on to state that the Constitution of Sierra Leone enshrines the right to freedom of assembly, albeit subject to reasonable restrictions. It furthered that while recognizing the Government’s duty to ensure public safety, they contend that the denial of the protest infringes upon their constitutional rights and contradicts international human rights standards.

The organization underscores how Sierra Leone’s ratification of the African Charter on Human and Peoples’ Rights and the International Covenant on Civil and Political Rights signifies its commitment to uphold fundamental freedoms, including the right to peaceful assembly and therefore urges the Government to abide by its international obligations and refrain from arbitrary restrictions on civil liberties.

It lamented that in denying their right to peaceful protest, the Sierra Leone Police have not only violated constitutional rights but also undermined the principles of democracy and accountability saying it remains resolute in defending human rights and will pursue all available avenues to hold the Government accountable for its actions.

CHRDI concluded that the ability to stage a peaceful demonstration is not a privilege but a fundamental right essential for democratic governance and social justice.

It must be noted that the Campaign for Human Rights and Development International (CHRDI) is a rights-based social-policy advocacy organization committed to promoting human dignity and accountability. CHRDI holds Special Consultative Status with the United Nations Economic and Social Council and is accredited to various UN agencies.

Government Confirms DJ Boxx’s Arrest in Guinea Linked to November 26th Coup Attempt

In a recent development, the Ministry of Information and Civic Education has officially verified the arrest of Abubakarr Boxx Konteh, commonly known as DJ Boxx, for his purported involvement in the failed coup attempt on November 26th. The arrest was made on March 23, 2024, in Guinea, where he had been evading authorities.

DJ Boxx, also serving as the North-West Regional Organizing Secretary of the opposition All People’s Congress (APC) party, was apprehended at the Guinea airport as he attempted to flee to Senegal. The joint operation conducted by Guinean authorities and Sierra Leone security forces successfully intercepted him, suspected of providing crucial support in the planning, execution and subsequent escape of individuals involved in the coup attempt.

Additionally, he faces allegations of participating in illicit activities, including the trafficking of dangerous substances such as Kush within Sierra Leone. He is slated to be extradited to Sierra Leone for thorough interrogation by the national police.

The Ministry says the Government expresses gratitude to Guinean authorities for their collaborative efforts in maintaining regional security adding that citizens are encouraged to continue providing any pertinent information to aid the ongoing efforts of the Sierra Leone Police.
