RSLAF & Egyptian Armed Forces Sign Joint Military Cooperation & MoU

Deputy Minister of Defence (DMD), Colonel (Rtd) MB Massaquoi and his delegation arrived in Cairo on Sunday, September 3, 2023, on a mission to bolster defence diplomacy and military collaboration between the Republic of Sierra Leone Armed Forces (RSLAF) and the Egyptian Armed Forces.

The delegation was received in Cairo by His Excellency Ambassador Sidiq Silla, Sierra Leone’s Ambassador to Egypt, and Major General Mohamed Mohamed Abdellah, Assistant Minister of Defence for Operations and head of the Egyptian delegation received the Deputy Minister and his entourage in Cairo.

During the conference, DMD Massaquoi highlighted the longstanding bilateral military cooperation between Egypt and Sierra Leone, dating back to the commissioning of two sets of Officer Cadets in 1972/1976. He further underscored how the purpose of the visit was to deepen that relationship and explore areas of cooperation aligned with Sierra Leone’s national agenda, including agriculture, health, infrastructure, youth empowerment, human capital development, border security, and sustainable energy. The visit, which began on September 3rd, was concluded on September 7th, 2023.

A Memorandum of Understanding (MOU) was signed that paves the way for future engagement and cooperation and it encompassed various Government Ministries, Departments, and Agencies (MDAs) that will partner with the Ministry of Defence and RSLAF to benefit from the outcomes of the Cairo conference.

DMD Massaquoi expressed gratitude to the Egyptian hosts for extending the invitation and emphasized the readiness of the MoD/RSLAF to expand coordination and cooperation between the two countries in various military aspects. He assured his Egyptian counterparts of the Sierra Leonean Government’s commitment to a bilateral agreement that will be mutually beneficial.

In response, Major General Mohamed Mohamed Abdellah expressed appreciation for Sierra Leone’s positive response to the invitation and also highlighted the aim of the Joint Committee which, he said, is geared towards exchanging expertise and viewpoints in support of military cooperation, with an emphasis on future visions for both nations. He believed that the engagement would yield substantial regional benefits.

As part of the visit, the Sierra Leonean delegation was given a tour of the Egyptian arsenal to inspect various types of military equipment. The delegation included Brigadier General AB Conteh, Assistant Chief of Defence Staff, Training and Doctrine, Lieutenant Colonel Momoh Emmanuel Luseni-Esq, Staff Officer Grade 1, Directorate of Defence Legal Services, His Excellency Ambassador Sadiq Silla, Samuel Alie Kargbo, and Mona Zaghloul.

The Deputy Minister of Defence and his team are expected to return home at the end of the week, following what promises to be a historic signing of a Joint Military Cooperation and Memorandum of Understanding between the MoD/RSLAF and the Arab Republic of Egypt Armed Forces.

West African Journalists Gain Deep Insight into Quest International University in Malaysia

Quest International University (QIU), a private research-led institution in Perak, Malaysia, welcomed a delegation of journalists from Ghana, Nigeria, and Sierra Leone on Thursday, September 7, 2023. The University, established under the Higher Educational Institutions Act 555 and owned by the QI Group, currently hosts nearly 2,000 students from 28 countries on its campus.

The visiting journalists engaged in discussions and presentations with the University’s management team, including COO Nicholas Goh; Deputy Chief Operating Officer, NG Mei Chan; Director University Relations, Pauline Lee; Senior Manager Digital Communications, Loghun Kumaran; Register Muhammad MG Omar, and Vice Chancellor Professor Zita Mohd Fahmi.

COO Nicholas Goh led the presentation, outlining the University’s mission to become a globally recognized research institution delivering quality programs and interdisciplinary research of international standing. He highlighted the University’s diverse course offerings, which range from Medicine & Surgery and Business Management to Environmental Technology and Special Needs Education.

Goh emphasized the University’s commitment to providing quality education while maintaining affordability, facilitated by a team of experienced educators from Malaysia and abroad. He also noted the University’s focus on producing well-rounded graduates equipped with the skills and confidence to succeed in a rapidly changing job market.

Research and innovation form the backbone of QIU, with projects focusing on sustainable construction materials, diabetes-related complications and increasing crop yield. Goh stressed the importance of students gaining first-hand knowledge of groundbreaking research by working alongside dedicated educators.

The COO also highlighted the University’s commitment to social responsibility, with students actively participating in community service and volunteering for good causes. He cited examples of Pharmacy students providing care at homes for the elderly and medical undergraduates conducting free health screenings for the underprivileged.

Goh clarified that QIU, which currently has close to 2,000 students enrolled in 40 programs, does not have any branches in other countries and has never authorized anyone to collect money on its behalf. He warned against scammers exploiting prospective students and advised individuals to verify information through the University’s official website.

The University’s student body comprises 10% international students and 90% local students. The event concluded with a tour of the University’s facilities and a question-and-answer session.

One of the highlights of Asmaa’s YALI journey was a town hall meeting with former President Barack Obama himself. This remarkable encounter, which took place on August 3rd, 2016, left an indelible mark on her life. NRA Commissioner General Strengthens Partnership with Indigenous Business Community

The Commissioner General (CG) of the National Revenue Authority (NRA), Ibrahim Brima Swaray, has on the 30th August, 2023 held a constructive dialogue meeting with representatives from the Sierra Leone Indigenous Importers Association (SLIIA) and the Sierra Leone Indigenous Importers Welfare Association (SLIIWA), in a proactive move to foster closer ties with key tax stakeholders,.

Foremost among the objectives of the meeting was to promote a better understanding of the business environment and to seek the valuable support of these indigenous importers in the crucial revenue collection process, as emphasized by the CG.

With regards to the importance of the engagement, SLIIA and SLIIWA conveyed their gratitude for the invitation extended to them by the CG further expressing their commitment to supporting the NRA’s endeavors. Representatives of both entities also highlighted the various challenges they face in their business operations and proffered recommendations aimed at enhancing voluntary compliance within their community.

In response to concerns raised and suggestions proffered, the Commissioner General assured the indigenous importers of his willingness and readiness to extend his support to their sector. He pledged to conduct a thorough review of the operations of consignees, a critical aspect of import processes. Furthermore, the CG announced the establishment of a complaint box at Customs, providing a direct channel for importers to voice their concerns and grievances.

Pinpointing the importance of the cooperation of indigenous importers in fulfilling their tax obligations, the CG stressed the significance of collecting accurate and reliable data. Such data, he noted, would play a pivotal role in shaping policies that would continue to promote and benefit indigenous businesses.

In another development and as part of broader efforts to create a more tax-friendly environment, the National Revenue Authority will implement a robust tax education campaign across the country. These educational initiatives, coupled with other reforms, are designed to ensure that tax regulations are better understood and compliance is facilitated.

The Commissioner General, Ibrahim Brima Swaray, expressed his anticipation of the continued support and collaboration of the Sierra Leone Indigenous Importers and Welfare Association in the tax collection process as the constructive dialogue marked a significant step towards strengthening the partnership between tax authorities and the indigenous business community.

70 Years Jail Sentence for Leader of Armed Robbery Gang

High Court Judge Honourable Justice Cosmotina Jarrett, in the ongoing “Access to Justice Through Judicial Week,” delivered a significant verdict on the 6th September, 2023, sentencing one Abdul Koroma, the leader of a gang involved in a robbery to a 70-year prison term.

The case revolved around the accused, Abdul Koroma, facing two counts of indictment, namely Conspiracy to commit Robbery and Robbery with Aggravation, as stipulated in Section 23(1)(a) of the Larceny Act 1916.

During the trial, evidence presented in court established that Abdul Koroma was the leader of a gang of eight armed robbers who, wielding machetes, had terrorized and robbed their victims, Mala Tilwani and Lokash. Both victims positively identified Abdul Koroma as the mastermind behind the violent robbery, which left them in a state of fear and distress.

Lokash, one of the victims, suffered severe injuries, including a near-severed finger, while resisting the robbers’ attempt to steal a silver ring from his hand. The gang had stolen property valued at over five hundred million Leones in old currency notes.

In her ruling, Honourable Justice Cosmotina Jarrett handed down a 70-year prison sentence to Abdul Koroma, ensuring that justice was served for the victims and the broader community.

However, the Judge also made the decision to discharge two accused persons, namely Ibrahim Conteh and Alusine Bangura, due to the “Want of Prosecution.”

Ibrahim Conteh had been brought before the Court on charges of Larceny in a Dwelling House, a violation of Section 13(a) of the Larceny Act 1916. Similarly, Alusine Bangura had faced charges of Wounding with Intent, as per Section 18 of the Offenses Against the Person Act 1861.

In these particular cases, Honourable Justice Cosmotina Jarrett determined that the prosecution had not provided sufficient evidence or arguments to support the charges against Ibrahim Conteh and Alusine Bangura, leading to their discharge.

In Paris… Chief Minister Reaffirms Technology’s Vital Role in Accelerating Agenda 2030

Chief Minister, Dr. David Moinina Sengeh, on the 5th September, 2023 delivered a compelling message during the UNESCO Digital Learning Week in Paris, stressing that technology plays a crucial role in accelerating the achievement of Agenda 2030.

Addressing a diverse audience of policymakers, educators, practitioners, private sector partners, and researchers, Dr. Sengeh emphasized the potential of technology in driving progress towards the Education 2030 Agenda, which aims to ensure inclusive, equitable and quality education, along with promoting lifelong learning opportunities for all by 2030.

As the Co-Chair of the SDG4-Education 2030 High-Level Steering Committee, Dr. Sengeh participated in a panel discussion alongside distinguished figures such as Hon. Leela Devi Dookun-Luchoomun, Vice Prime Minister and Minister of Education of Mauritius;  Tshilidzi Marwala, Under-Secretary-General of the UN;  Leonardo Garnier, Special Adviser to the Secretary-General on Transformation Education Summit; and Ms. Doreen Bogdan-Martin, Secretary-General of the International Telecommunication Union. The discussion was moderated by Ms. Stefania Giannini, Assistant Director-General for Education at UNESCO.

Under the topic: “Education: Digital Learning in 2030 and Beyond,” Dr. Sengeh highlighted the rapid evolution of education, particularly in the context of digital learning. He emphasized how the perception of distance education has shifted dramatically over the last few years, citing Sierra Leone’s use of radio, mobile, and distance learning during and after the COVID-19 pandemic.

Dr. Sengeh stated, “Connectivity expanded even though there were gaps, but we were able to close them.” He noted that while fears about technology disrupting traditional classrooms persist, technology and data have become integral components of education sector plans worldwide.

Drawing from his experience as Chief Innovation Officer and former Minister of Senior and Basic Secondary School Education in Sierra Leone, Dr. Sengeh described how Sierra Leone had developed an Artificial Intelligence (AI) tool for training teachers in Sierra Leonean content, with over 200 teachers using it daily. He highlighted the country’s use of formative AI assessments for teachers, emphasizing that technology and digitization can be transformative tools for learning, promoting equity, and advancing the global progress towards Agenda 2030.

“To accelerate Agenda 2030 through technology, we need to consider the knowledge, skills, attitudes, and values students require in a rapidly changing world marked by insecurity, climate degradation, and extremism,” Dr. Sengeh remarked. He concluded with optimism, emphasizing the need for deep and conscientious reflection on these questions, placing equity at the core, and embracing the dynamic and evolving nature of education and technology for a better future for all learners, teachers, parents, and policymakers.

Health Minister Seeks Global Leaders’ Support to Tackle Maternal & Child Mortality

Plagued by one of the highest maternal mortality rates in the world, Sierra Leone, as at the 6th September, 2023, is now demonstrating unwavering determination to address the pressing issue head-on. As of 2019, a staggering 717 mothers lost their lives for every 100,000 live births in the country, according to data from the DHS (Demographic and Health Survey).

One of the key factors contributing to this grim statistic is the delayed first visits by expectant mothers to healthcare facilities. Additionally, the provision of high-quality preconception, antenatal, intrapartum and postnatal care remains uneven, further exacerbating the problem. The burden of high out-of-pocket expenses for accessing basic care, coupled with shortcomings in patient-centered care at both primary and secondary healthcare levels, compounds the challenges faced by Sierra Leone’s healthcare system.

In response to this crisis, Dr. Austin Demby, Minister of Health, has issued a heartfelt appeal to world leaders for support in the nation’s mission to reduce maternal and infant mortality. Dr. Demby passionately stated that “every case of maternal mortality constitutes an emergency” for his Ministry and emphasized that “every pregnancy counts just like every case of Ebola Virus Disease counts.” He further asserted that Sierra Leone is committed to applying the same principle to count and track every pregnancy, and despite the challenges, notable progress is being made.

The World Health Organization (WHO) is actively collaborating with other United Nations agencies and partners to provide crucial support to Sierra Leone’s Ministry of Health. WHO has extended technical and financial assistance to develop the national Reproductive, Maternal, Newborn, Child and Adolescent Health Strategy. They have also supported the adaptation and rollout of integrated obstetric care guidelines, encompassing preconception care, WHO-recommended antenatal care (ANC), as well as intrapartum and postnatal care.

The technical expertise provided by WHO has played a pivotal role in the development and implementation of safe abortion and post-abortion care guidelines, including self-care interventions for Reproductive, Maternal, Newborn, Child, and Adolescent Health (RMNCAH). WHO has also supplied essential medical equipment and supplies, offered technical guidance for the review and update of guidelines, and trained healthcare workers to enhance access to quality emergency obstetric care.

In addition to these efforts, WHO has actively supported the Ministry of Health to fortify the maternal death notification, investigation, and response system (MPDSR). This includes the development of the Safe Motherhood and Reproductive Health Bill, which is currently under consideration in Parliament.

Sierra Leone is also in the midst of ongoing initiatives to strengthen its healthcare infrastructure and build resilient health systems. These measures involve transforming existing Hospitals and Peripheral Health Units (PHUs) to provide comprehensive patient-centered quality services across all stages of life and care. Furthermore, efforts are underway to recruit and retain skilled health personnel, empower communities, women, and girls, improve healthcare infrastructure, and address health financing mechanisms, among other vital steps.

The collective impact of these concerted efforts and comprehensive measures is beginning to bear fruit. Increasing numbers of women in communities are consistently seeking healthcare services throughout all stages of pregnancy, with over 80% of deliveries now taking place in healthcare facilities under the care of skilled birth attendants, a substantial increase from the 54% reported in 2010. The sustained expansion of these initiatives promises to have a profoundly positive impact on maternal and child health, ultimately nurturing healthier communities for generations to come.

APC Urges Govt. to Halt Constitutional Review Process

In a recent development, the leadership of the All People’s Congress (APC) Party has in a Press Statement, dated 6th September, 2023, voiced serious concerns related to the purported Constitutional Review process of the 1991 Constitution of Sierra Leone, initiated by the Government of Sierra Leone.

While the APC acknowledges the significance of genuine legal reforms aimed at strengthening democracy in Sierra Leone, it however holds the view that the current environment is fraught with a profound lack of trust and a highly polarized political climate, making it unsuitable for such a crucial undertaking.

The APC leadership characterizes the aforementioned constitutional review process as a deliberate and heartless attempt by the regime to incite a constitutional crisis, thereby endangering the peace and security of the State. In that light, the Party strongly condemns the action and urges the Government to immediately halt the process.

The situation surrounding the Constitutional Review process remains a matter of deep concern and its implications for the future of Sierra Leone’s democracy are being closely watched by political observers and citizens alike.

In another development, Basita Michael, a prominent female lawyer in Sierra Leone, former President of the Sierra Leone Bar Association, and Founder and Governing Officer of the Institute for Legal Research and Advocacy for Justice (ILRAJ), has voiced her deep concerns regarding the ongoing constitutional review process in the country.

In a statement, Basita Michael expressed her appreciation for the necessity of revising the 1991 constitution but emphasized that the current circumstances are far from conducive to meaningful reform.

Sierra Leone currently faces a plethora of pressing challenges that cast doubt on the prospects of a fair and transparent constitutional review. These challenges include frequent and systematic violations of fundamental rights and liberties, a lack of transparency in the electoral process, and a growing perception that the Judiciary lacks the necessary independence to uphold the rule of law.

Against this disconcerting backdrop, Basita Michael’s concerns revolve around the potential exploitation of the constitutional review process by the incumbent Government to further solidify its hold on power.

Furthermore, the Government’s nearly two-thirds majority in Parliament grants it an exceptional advantage within the constitutional review process, enabling it to push through constitutional amendments without the checks and balances that a robust opposition presence would provide. This raises serious questions about the fairness and inclusivity of the process.

Another worrisome aspect of the ongoing review process is the role of the Electoral Commission for Sierra Leone (ECSL). The ECSL has faced allegations of opacity and bias in recent elections, eroding public trust in the institution. Consequently, there is a legitimate question as to whether the ECSL can be entrusted to conduct a genuinely fair and unbiased referendum on any proposed constitutional changes.

Taking into account these multifaceted concerns, Basita Michael strongly contends that the current constitutional review process does not serve the best interests of the Sierra Leonean populace.

She earnestly implores the Government to exercise prudence and consider postponing the endeavor until a more favorable political and social climate emerges.

The process, she asserts, should prioritize inclusivity and fairness, with the aim of crafting a new constitution that benefits all Sierra Leoneans, rather than serving the interests of a single political party. A constitution of such significance, she argues, should be a unifying force, not a divisive one.
